Project Overview and Scale: This project is part of the West Zhejiang Avenue Construction Project (Quhua West Road - Quhua East Road), with a total length of approximately 4.8km. The project includes an elevated expressway system and a ground arterial road system, with a total of 5 pairs of parallel ramps. The main inspection objects include the bridge steel structures, foundation piles, and pre-stressed structures within this scope.

Procurement Content: This project consists of one bid item. The procurement content is third-party inspection services for bridge steel structures, foundation piles, and pre-stressed structures within the specified scope.

Steel Structure Inspection: Includes non-destructive testing of welds (Ultrasonic Testing, Radiographic Testing, Magnetic Particle Testing), anti-corrosion coating thickness inspection, and coating adhesion inspection.

Estimated Quantities: Ultrasonic Testing (<20mm) 3500 meters, Ultrasonic Testing (20-40mm) 1500 meters, Radiographic Testing 90 sheets, Magnetic Particle Testing (<100cm²) 4200 pieces, Magnetic Particle Testing (100-200cm²) 1800 pieces, Anti-corrosion Coating Thickness Inspection 200 locations, Coating Adhesion Inspection 200 locations.

Foundation Pile Inspection: Includes pile integrity (Sonic Echo Method) and bearing capacity (Static Load Test) for the mainline viaduct, parallel ramps, and ground bridges.

Estimated Quantities: Sonic Echo Method inspection for mainline viaduct and ramps: 868 piles; Sonic Echo Method inspection for ground bridges: 173 piles; Static Load Tests for different pile diameters: a total of 14 piles (specific pile diameters and load requirements are detailed in the documents).

Pre-stressing Inspection: Includes sampling inspection of pre-stressing tension force and grouting compactness for continuous concrete box girder bridges. Estimated Quantities: Pre-stressing tension force inspection for mainline viaduct: 132 bundles, Grouting compactness inspection: approximately 1738 meters; Pre-stressing tension force inspection for parallel ramps: 28 bundles, Grouting compactness inspection: approximately 239 meters.

Contract Performance Period: From the date of contract signing until the project passes the final acceptance inspection.

Bidder Qualification Requirements: Must meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; not listed as a dishonest被执行人, major tax violation case party, or on the record of serious illegal and dishonest acts in government procurement; possess a Construction Project Quality Inspection Agency Qualification Certificate issued by the competent construction department, with qualification category being comprehensive qualification or special inspection qualification (must simultaneously possess qualifications for steel structure, foundation, bridge, and underground engineering); inspection agencies from outside Zhejiang Province must complete registration with the Zhejiang Provincial Construction Administrative Department; this project does not accept joint venture bids.

Performance Bond: Within 15 working days from the date of contract signing, the winning bidder must pay a performance bond of 1% of the budget amount (can be in the form of bank transfer, bank guarantee, or insurance company guarantee).

Payment Method: 20% of the total contract price shall be paid upon contract effectiveness and after personnel and equipment arrive on site; payment shall reach 60% of the total contract price after completion of all foundation pile inspections and submission of the results report; payment shall reach 100% of the total contract price after completion of all steel structure and pre-stressing inspections, submission of reports, and successful final acceptance of the bridges.
