Qualifications or Experience Required for Bidders: Bidders must be legal persons or other organizations from the People's Republic of China or countries/regions having normal trade relations with the PRC; domestic bidders must provide a copy of a valid business license, overseas bidders must provide a copy of a business registration certificate or other valid proof document; different entities whose legal representatives are the same person or which have controlling or management relationships with each other may not participate in the same tender project; if the bidder is an overseas manufacturer from outside the PRC or an authorized agent of an overseas manufacturer, the manufacturer must have a permanent service institution in China or entrust an agent institution capable of providing timely and effective (at the project location) after-sales service; provide a basic introduction of the after-sales service institution and a copy of its business license. If the after-sales service institution is an entrusted agent, a manufacturer-issued after-sales service authorization letter is also required.

Qualification Requirements: This project allows manufacturers or authorized agents of manufacturers to participate in bidding. If an agent participates, it must provide a bidding authorization for the main equipment (Passenger Stair Trucks, Potable Water Trucks, Sewage Trucks, Refuse Trucks, Disabled Passenger Boarding Vehicles, AC/DC Power Units, Air Start Units, Air Conditioning Units, Liquid Refilling Tankers). For the same model of equipment from the same manufacturer under the same brand, only one agent can be authorized to participate in the bidding (if the equipment manufacturer participates in the bidding, it may not authorize an agent; if the bidder is an agent, the bidder must provide a special product agency authorization letter issued by the manufacturer for this project's equipment and the manufacturer's after-sales service commitment letter; if two or more agents bid for the same model under the same brand, priority will be given based on the order of receipt of registration materials. Each bidder must consult with the equipment manufacturer for relevant information when issuing the special product agency authorization letter; the bidder shall bear the responsibility for unsuccessful registration due to this reason); the Passenger Stair Trucks, Potable Water Trucks, Sewage Trucks, Refuse Trucks, Disabled Passenger Boarding Vehicles, AC/DC Power Units, Air Start Units, and Air Conditioning Units intended to be supplied by the bidder must be listed in the Civil Aviation Administration of China's published announcement of inspected and qualified airport equipment, as verified by the information stated in the "Civil Airport Specialized Equipment Information Management System" at https://adeqpt.caac.gov.cn/, with a status of 'Normal'.

Reputation Requirements: Domestic bidders must not be entities listed on the Supreme People's Court's list of失信被执行人 (discredited persons subject to enforcement), as verified by querying the "Credit China" website (www.creditchina.gov.cn) or the "China Enforcement Information Disclosure" website (http://zxgk.court.gov.cn); overseas bidders must be entities with good commercial reputation and no record of major violations (self-declared by the bidder).
