Participation Requirements:

Must hold a valid non-hazardous waste management authorization issued by the relevant Autonomous Community and be duly registered in the Waste Carrier Registry.

Financial Qualification Criteria: Annual turnover requirement. The bidder must prove that in at least one of the last three financial years, its annual turnover in the field of waste treatment was not less than €58,089,960.15 (equivalent to one-fifteenth of the estimated contract value). Turnover of members of a consortium (UTE) can be accumulated.

Technical Qualification Criteria:

Relevant Work Experience: Execution of services identical or similar to the object of the contract within the last three years (as of the bid submission deadline). The requirement is a total turnover (excl. VAT) of not less than €9,000,000 in the best performing year, achieved in a maximum of two facilities.

Environmental Management Measures: Must possess or commit to obtaining ISO 14001 Environmental Management System certification and ISO 50001 Energy Management System certification (for the operation and maintenance activities of the municipal solid waste treatment plant).

Technical Facilities and Quality Assurance: Must guarantee, from the start of contract execution, possession of or a contract with an ISO 17025 accredited laboratory for performing the sampling and analysis required by the Integrated Environmental Authorization (AAI). Must possess or commit to obtaining ISO 9001 Quality Management System certification.

Human and Material Resources: Must commit in the bid to providing sufficient and qualified personnel and equipment.
