IT and OT Consulting Services Procurement Tender for the Dutch Rhine Water Board

Project Description: The Purchaser seeks partners for multiple IT consulting services. The scope of each lot is described below. The topics mentioned here are not exhaustive. This framework agreement aims to collaboratively address relevant issues in the IT and OT fields with the market. Specific requirements are detailed in the Outline of Requirements in Appendix 9.

Contract Type: Services

Lot 1: ICT-related Consulting Services

Lot 1 Service Scope: Covers various consulting services in the field of Information and Communication Technology, including but not limited to ICT strategy planning, ICT project management, information system operation and maintenance optimization, IT service management process design, ICT infrastructure assessment, cybersecurity compliance consulting, cloud migration strategy, IT procurement consulting, supplier performance management, business process digitalization consulting.

Lot 1 Service Objective: To support the Purchaser in optimizing ICT governance architecture, improving IT service delivery efficiency and quality, and reducing system operational risks.

Lot 2: IT Architecture Services

Lot 2 Service Scope: Covers various consulting services in the field of enterprise IT architecture, including but not limited to enterprise architecture framework implementation, business architecture design, application architecture planning, data architecture design, technology architecture selection, architecture governance system construction, architecture compliance review, legacy system modernization roadmap design, microservices and containerization architecture consulting, hybrid cloud architecture design.

Lot 2 Service Objective: To assist the Purchaser in establishing an IT architecture blueprint aligned with business strategy, ensuring integration, scalability, and technical consistency among various information systems.

Lot 3: Operational Technology Engineering Services

Lot 3 Service Scope: Covers engineering services in the field of Operational Technology, including but not limited to OT system planning and design, industrial control system integration, SCADA system upgrade and maintenance, programmable logic controller programming and debugging, remote terminal unit deployment, industrial network architecture design, OT network security isolation solution implementation, sensor and actuator selection, process automation optimization, OT/IT convergence architecture consulting.

Lot 3 Service Objective: To ensure the stable operation of the Purchaser's water infrastructure automation systems, improving operational efficiency and industrial cybersecurity levels.

Lot 4: Information/Data and Artificial Intelligence-related Consulting Services

Lot 4 Service Scope: Covers various consulting services in the fields of data management and artificial intelligence, including but not limited to data governance system construction, data quality management, master data management, metadata management, data lifecycle management, business intelligence and visual analytics, data warehouse and data lake design, big data platform construction, machine learning model development and deployment, AI application scenario identification and feasibility assessment, generative AI technology introduction consulting.

Lot 4 Service Objective: To promote the realization of value from the Purchaser's data assets, enhance data-driven decision-making capabilities, and explore innovative applications of artificial intelligence in the water industry.

Lot 5: Geographic Information System Services

Lot 5 Service Scope: Covers various services in the field of geographic information, including but not limited to GIS strategy planning, spatial data infrastructure construction, geospatial data collection and processing, remote sensing image analysis, 3D modeling and visualization, WebGIS application development, mobile GIS solutions, geographic information sharing platform construction, spatial analysis model building, hydrogeographic information system integration.

Lot 5 Service Objective: To support the Purchaser's business needs for spatial information in areas such as water asset management, flood warning, water quality monitoring, and pipeline network operation and maintenance, thereby improving the level of geographic information services.
