Project Overview: The land acquisition for the West Section of Guang'an Ring Expressway project involves parts of the collective land in Hejiao Town, Huayuan Town, Jiulong Subdistrict, Baimiao Town, Xixi Town, Xiban Town, and Zhenyu Town.

Planned Land Acquisition Area: 5,705.6595 mu

Estimated Area for Comprehensive Surveying and Mapping: Approximately 84,000 mu (final area subject to the surveying and mapping result data).

Per-Household Surveying and Mapping Service Fee: 240 yuan/mu

Comprehensive Surveying and Mapping Service Fee for Planned Land Acquisition Groups: 47 yuan/mu

Estimated Per-Household Surveying and Mapping Service Fee: 5,705.6595 mu × 240 yuan/mu = 1.37 million yuan

Estimated Comprehensive Surveying and Mapping Service Fee: 84,000 mu × 47 yuan/mu = 3.948 million yuan

Total Estimated Cost: Approximately 5.318 million yuan.

Work Objective: Conduct on-site land staking within the planned acquisition area, physically demarcate key geographic coordinates such as per-household boundary points and boundary lines to form per-household surveying and mapping results; conduct comprehensive surveying and mapping for the village groups involved in the planned land acquisition to provide technical basis for subsequent ownership registration, compensation calculation, and other work.

Work Basis and Technical Standards: Must comply with, including but not limited to, the "Surveying and Mapping Law of the People's Republic of China", "Regulations for Land Surveying and Demarcation", "Regulations for Cadastral Survey", "Specifications for Real-Time Kinematic (RTK) Measurement Using Satellite Navigation Positioning Reference Station Networks", the latest current national land change survey database of Yuechi County, "Notice of the Sichuan Provincial Department of Natural Resources Office on Further Standardizing the Materials and Text Format for Construction Land Approval Submission" (Chuan Zi Ran Zi Ban Han [2024] No. 122), and 11 other national and local standards and regulations. The latest standards shall be applied where available.

Service Content:

Per-Household Surveying and Mapping: Complete the surveying and mapping of the per-household area within the land acquisition redline. The results must comply with the "Technical Regulations for Current Land Use Survey", ensuring clear and accurate ownership, group boundaries, area, features, land types, etc., meeting the requirements for land acquisition compensation calculation.

Comprehensive Surveying and Mapping: Complete the comprehensive area surveying and mapping for the groups whose land is involved within the acquisition redline. The results must comply with the "Technical Regulations for Current Land Use Survey", ensuring clear and accurate ownership, group boundaries, area, features, land types, etc., meeting the requirements for land acquisition compensation calculation. Surveying and mapping must be conducted for both the old groups before village/group mergers and the new groups after the mergers.

Quality Requirements: Comply with relevant national policies, laws, and regulations; the winning supplier must allocate sufficient personnel and equipment to meet work progress needs; submit qualified result reports in a timely manner and be responsible for liaison work throughout the project implementation period.

Deliverables and Requirements: Provide surveying and mapping results within the acquisition redline, internal data compilation and printing, registration lists, and compliant materials signed (sealed) by the household head, village group, village, town, and other relevant units.
