Consortium Bidding: This project does not accept consortium bidding.

Applicant Qualification Requirements: Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China," including the ability to independently bear civil liability, good commercial reputation and sound financial accounting system, necessary equipment and professional technical capability for contract performance, a good record of paying taxes and social security funds in accordance with the law, and no major illegal records within three years before participating in government procurement activities.

Construction Content:

Traffic Survey Equipment Construction: Complete the construction of traffic survey equipment (including data access) at two sites: G525 Haiyan Jingtang and G525 Haiyan Economic Development Zone.

Upgrade and Renovation of Non-On-Site Overload Control Enforcement Points: Upgrade and renovate non-on-site overload control enforcement points at two locations: National Highway G525 Shanghai direction K31 and G525 Hangzhou direction K30+800.

Improvement and Renovation of Non-On-Site Evidence Chain: Conduct improvement and renovation of the non-on-site evidence chain at four locations: G228 Hangzhou direction K3603+800, G525 Pinghu direction K24+600, K49+430, and Hangzhou direction K50+680.

County (City, District) Field Equipment and Data Management Module: Construct the Haiyan County field equipment and data management module, covering equipment and data management for all non-on-site overload control enforcement points in the county.

Multi-Purpose Station Data Governance: Carry out delay governance, quality monitoring, and data marking for overload control data on 6 lanes at a multi-purpose station.

County-Level Field Equipment and Data Management Engineering: Includes 11 software and service items: site data registration, heartbeat monitoring, equipment security monitoring, data quality monitoring, data transmission monitoring, data reconciliation monitoring, data access and cleansing for existing sites, data marking, data optimization, personalized label design, and network topology generation.
