Project Name: Railway Sidings Repair and Renewal Project for SAKO Brno Project Background and Objectives: This public procurement aims to conduct comprehensive technical upgrades and modernization of two key industrial railway sidings in the city of Brno. With the continuous growth of regional logistics demand and the advancement of the intermodal (rail-road) transport strategy, the capacity and safety standards of the existing railway infrastructure urgently need improvement. The core objective of the project is to eliminate safety hazards on the existing lines, increase track load-bearing capacity, and optimize the efficiency of the turnout system through thorough renovation. This will ensure operational reliability in the context of future traffic growth and achieve efficient and safe container transfer from rail to road. This project is a key strategic initiative for SAKO Brno to optimize its logistics chain and enhance its regional waste management and recycling transportation capabilities. Detailed Scope of Works: Repair and Renewal of the Slatina Siding: Comprehensive overhaul of the "SAKO Brno, a.s. - Slatina" siding. The works include, but are not limited to: replacement of heavily worn rails, sleepers, and turnout components; cleaning and replenishing ballast to restore track geometry and elasticity; repairing or replacing the drainage system to ensure subgrade stability; and updating related signaling, interlocking, and electrification catenary facilities (if applicable) to meet current technical specifications. Repair and Renewal of the ENZET Siding: Modernization of the "SAKO BRNO, a.s. - ENZET" siding to an equivalent standard. The focus is on improving the line's throughput capacity and safety, specifically covering correction of track geometry, complete replacement of turnout areas, renovation of level crossings (if any), and inspection and necessary reinforcement of structures such as bridges and culverts along the line. Auxiliary Facilities Upgrade: The works also include upgrading the lighting system, safety guardrails, level crossing warning devices, etc., in the siding areas to ensure the overall operating environment complies with the latest occupational health and safety standards. Scope of Related Design and Technical Services: The successful bidder will not only undertake the construction works but also provide comprehensive engineering technical services throughout the entire project lifecycle. This specifically includes: Detailed Design Phase: Prepare detailed construction drawings and technical specifications based on survey data of the existing line conditions, specifying material selection, construction methods, and acceptance criteria. Technical Services During Construction: Provide on-site technical supervision and consultation, resolve technical difficulties encountered during construction, and ensure construction quality strictly complies with the design drawings. As-Built Documentation Preparation: After project completion, be responsible for preparing a complete set of technical documents, including as-built drawings, equipment lists, operation and maintenance manuals, etc., to provide technical support for the client's subsequent operation and management. Expected Outcomes and Benefits: Upon project completion, the two railway sidings will have higher axle load capacity and operating speed, with estimated throughput capacity increasing by over 30%. This will significantly reduce container train loading/unloading and waiting times, lower overall logistics costs, and reduce pressure on road freight, aligning with sustainable regional transportation planning.
