Project Name: Zhangpu County 2026 Annual Routine Maintenance Service Project for County Roads and Important Rural Roads (Including Minor Repairs and Emergency Repairs for Rural Roads) Procurement Agency: Zhangzhou Huancheng Engineering Project Management Co., Ltd. Budget Amount: RMB 4,800,000.00/year Maximum Price Limit: RMB 4,700,000.00/year Procurement Method: Public Bidding Industry: Construction Procurement Model: "One-time Bidding, Two-year Qualification, Annual Contract Signing". This bidding will determine the winning service providers and fixed rates for the 2026-2027 period. Contracts are signed annually, with renewal for the following year subject to passing the annual assessment. Routine Maintenance Service: Conducts routine maintenance on the list of county roads and important rural road maintenance routes confirmed annually in writing by the purchaser. Minor Repair and Emergency Repair Service: Covers all rural roads within the entire county area, addressing sudden damages, disaster damage, and other emergencies. Bidder Qualification Requirements: Complies with the provisions of Article 22, Paragraph 1 of the "Government Procurement Law of the People's Republic of China". Specific Qualifications (Meeting One is Sufficient): Possesses a Class B (or above) qualification for three types of highway maintenance projects as stipulated in the Ministry of Transport's "Interim Provisions on Market Access for Highway Maintenance Projects" (Jiao Gong Lu Fa [2003] No. 89), and holds a valid enterprise work safety permit; Possesses the qualifications simultaneously required by the Ministry of Transport's "Measures for the Administration of Qualifications of Highway Maintenance Work Units" (Order No. 22, 2021), specifically Class B (or above) qualifications for highway subgrade and pavement maintenance, Class B (or above) qualifications for bridge maintenance, and qualifications for traffic safety facility maintenance, and holds a valid enterprise work safety permit. Project Manager Requirements: Grade 2 (or above) registered constructor in highway engineering, holding a "Category B" work safety assessment certificate issued by provincial or higher transportation authorities, must be an on-duty employee of the bidding enterprise. Specifically for Small and Medium-sized Enterprises: Procurement Package 1 of this project is specifically for procurement from small and medium-sized enterprises. Bidders must provide a "Declaration Letter for Small and Medium-sized Enterprises" (prison enterprises and welfare units for persons with disabilities are regarded as small and micro enterprises). Consortium Bidding: Not accepted. Core Service Requirements (Substantive Requirements): Accept and implement the "Zhangpu County Rural Highway Maintenance Assessment and Scoring Standards", conducting monthly assessments and quarterly summaries. Assessment results are directly linked to the disbursement of maintenance funds (full payment for scores above 85, 90% payment for scores 75-84, 80% payment for scores 60-74, no payment for scores below 60). Minimum Required Personnel and Equipment: 1 dedicated safety officer, 1 management personnel, 6 cleaning and sanitation workers, 6 various drivers, as well as 2 ZL-50 loaders, 2 85 wheeled excavators, 4 garbage trucks, 1 large road sweeper/washer, 1 generator set, 1 road surface cutter, 1 demolition hammer, and 1 rammer. The purchaser has the right to request increases based on actual needs after winning the bid. Emergency Response Requirements: The winning bidder must establish an emergency response team and arrive at the site within 60 minutes of receiving a task notification. Late arrivals will face high penalties. Being late for more than 2 hours or failing to arrive results in a penalty of RMB 30,000 per occurrence. If this happens cumulatively more than twice, the purchaser has the right to terminate the contract. Performance Acceptance Method: Acceptance based on the bidding documents, tender documents, and national and industry regulations, with passing the assessment as the criterion. Performance Bond: Before signing the contract, the winning bidder must submit a performance bond equivalent to 10% of the winning bid amount to the purchaser (can be cash, bank transfer, letter of guarantee, etc.). Contract Payment Method: Routine maintenance fees are paid quarterly, with the payment ratio linked to the quarterly assessment score; Minor repair and emergency repair service fees can apply for a progress payment once per quarter. Agent Service Fee: Paid by the winning supplier, calculated as 0.7% of the winning bid amount. |
