Project Name: Technical Condition Inspection of Ordinary Trunk Highways and Highway Maintenance Decision Consulting Services in Liaoning Province for 2026

Budget and Sub-Packages: The total project budget is approximately 7.0926 million yuan, divided into two packages. Bidding for multiple packages is allowed, but winning multiple is not.

Package 001 (7 cities including Shenyang, Jinzhou): Budget amount: 3,520,059.78 yuan; Service content: Highway automated inspection and evaluation.

Package 002 (8 cities including Anshan, Fushun and the Shenfu Demonstration Zone): Budget amount: 3,572,524.28 yuan; Service content: Highway inspection and evaluation + province-wide data analysis and maintenance decision consulting.

Mandatory Bidder Qualifications: Must simultaneously possess: ① Class A Comprehensive Certificate for Highway Engineering Test and Inspection issued by the Ministry of Transport; ② CMA Measurement Accreditation Certificate (within validity period) issued by the national measurement/market supervision authority.

Policy Qualification: This project is specifically targeted at Small and Medium-sized Enterprises (SMEs). Bidders must provide the "SME Declaration Letter" (Industry: Transportation). Participation by large enterprises is not accepted.

Mandatory Personnel/Equipment Requirements: Project leader must possess a senior professional title + Test and Inspection Engineer Certificate (Road Engineering/Highway major); Bidder must own at least one automated pavement comprehensive inspection vehicle.

Pricing Model:

Competitive Variable: Adopts the "Unit Price Ceiling × Uniform Reduction Coefficient r" model. Bidders only need to submit one uniform percentage coefficient (r), which will be applied to all unit prices and the total settlement price.

Maximum Price Limit: The maximum price limit is 100% of the budget amount, and only one value for the reduction coefficient r is allowed. Multiple submissions will lead to disqualification.

Multiple Package Bidding Rule: If bidding for both packages, the preferred order must be clearly stated in the "Letter of Bid"; if not specified, the default winning order will be 001, then 002.

Agency Service Fee: To be paid by the winning bidder. Standard refers to the progressive rate method based on price differentials as per "Ji Jia Ge [2002] No. 1980" (1.5% for below 1 million, 0.8% for 1-5 million).

Payment and Acceptance Conditions:

Payment Method: Settlement in two stages. 70% of the unit price for completed work will be paid after interim acceptance by July 31st; the remaining 30% and fees for subsequently completed work (including consulting fee for Package 002) will be paid after the overall project passes final acceptance.

Acceptance Standard: Strictly adhere to the "Highway Technical Condition Evaluation Standard" (JTG 5210—2018) and the Liaoning Provincial Finance Department's performance acceptance management measures.

Submission of Results: In principle, the evaluation and analysis reports should be completed by November 30, 2026 (the decision consulting report for the project database under Package 002 needs to be completed earlier, by June 30).

Electronic Bidding Requirements: Fully electronic tender process (Liaoning Government Procurement Network). Remote decryption is required (duration: 30 minutes). Simultaneously, the encrypted backup file must be sent to the agency's email, and the password must be sent within 20 minutes after bid opening.
