Project Name: Electrochemical Energy Storage Assisted AGC Frequency Regulation Project for Units 3 & 4, Phase I, Ninghai Power Plant, Zhejiang Company Tender No.: CEZB260601130 Tender Method: Public Tender, Post-Qualification Review Project Funding Source: Enterprise Self-Financing Project Scale: Total Installed Capacity: 1 set of 28MW/28MWh electrochemical energy storage system Energy Storage Unit Configuration: 4 energy storage units, each with a capacity of 7MW/7MWh Equipment Composition: 12 containers (each phase consists of 3 containers connected in series) Electrochemical energy storage batteries (28MW/28MWh) Power Conversion System (PCS) 6kV Switchgear 6.3kV/400V Transformer DC system, UPS system, etc. Connection Method: Adopts 6kV high-voltage cascading method Connection Point: 6kV high-voltage energy storage bus sections for Units 3 & 4, with each bus section connected to a 7MW/7MWh energy storage unit Busbar Connection: A tie switch is installed between Energy Storage Bus Sections A and B (connecting Units 3 and 4) Feeder Method: The four bus sections are connected via single-circuit outgoing line circuit breakers to the 6kV working 3A, 3B, 4A, and 4B sections of Units 3 & 4 respectively Optimization Design: Optimization of equipment containerization and layout is allowed while ensuring power and capacity requirements are met Project Objective: To provide frequency regulation auxiliary services jointly with Units 3 & 4, Phase I, Ninghai Power Plant Scope of Work and Services: Engineering, Procurement, and Construction (EPC): Includes project design, equipment manufacturing supervision, construction, installation, commissioning, and grid connection work Total Project Duration: All work shall be completed within 300 calendar days after contract signing Project Location: Qiangjiao Town, Ninghai County, Ningbo City, Zhejiang Province Bidder Qualification Requirements: Entity Qualification: Must be an independent legal person or other organization legally registered, providing valid proof documents Qualification Requirements (meet one of the following): Design Unit: Must possess a Grade A comprehensive engineering design qualification; or a Grade B or above qualification in the power industry; or a Grade B or above qualification in the power industry (thermal power generation) specialty Construction Unit: Must possess a Grade 3 or above qualification for general contracting of power engineering construction, and a valid work safety production license Performance Requirements: From January 2021 to the bid submission deadline (based on contract signing date), must have at least 2 performance records of 10MW/10MWh or above energy storage EPC contracts (provide scanned copies of contracts, including pages with seals of both parties, signing date, and key information pages) Project Manager Requirements: Must possess a valid professional qualification registration certificate (or professional qualification certificate) in engineering construction or a senior professional technical title certificate Must have experience as a project manager for at least 1 energy storage EPC project of 10MW/10MWh or above (provide stamped materials such as contract or acceptance certificate/user certificate) Design Leader Requirements (for design units): Must possess a valid professional qualification registration certificate (or professional qualification certificate) for registered exploration/design engineers Must have experience as a design leader for at least 1 energy storage project of 10MW/10MWh or above Construction Leader Requirements (for construction units): Must possess a valid first-class constructor professional qualification registration certificate (Mechanical & Electrical Engineering specialty) and a valid work safety production examination qualification certificate (Category B) Must have experience as a construction leader for at least 1 energy storage project of 10MW/10MWh or above Safety Leader Requirements (for construction units): Must possess a valid work safety production examination qualification certificate (Category C) Consortium Bidding: Consortium bidding is not accepted for this project Tender Document Acquisition: Price: 70 RMB (non-refundable after sale) Technical Document Deposit: 0 RMB Acquisition Method: Log in to the "China Energy e-Bidding Bidder Business System" to purchase online Registration Requirement: Bidders must first complete supplier registration on the "National Energy Group Ecological Collaboration Platform" Bid Submission: Submission Method: Submit electronic bid documents via the "China Energy e-Bidding Bidder Business System" Bid Opening Method: Online public bid opening;
