Lot 1 (LOT-0002): część 1 - budowa molo na Małym Jezioraku z infrastrukturą towarzyszącą (Construction of a pier on Mały Jeziorak Lake with accompanying infrastructure)

Scope of Works:

Construction of a steel-structure, wooden-deck fishing platform and pier on the southern shore (Mickiewicza Street);

Construction of stormwater drainage network (including relocation of conflicting pipelines);

Expansion of the city surveillance system;

Construction of pier lighting system;

Landscaping works;

Construction surveying services and final geodetic surveying and mapping;

Delivery of As-Built Documentation: 2 hard copies, 1 PDF electronic copy (on CD).

Lot 2 (LOT-0001): część 2 - budowa pomostów na Małym Jezioraku z infrastrukturą towarzyszącą (Construction of piers on Mały Jeziorak Lake with accompanying infrastructure)

Scope of Works:

Pier No. 4: Steel-structure, wooden-deck pedestrian pier on the eastern shore;

Pier No. 1: Concrete-pontoon mooring pier on the eastern shore (capacity for up to 5 boats);

Piers No. 2 & 3: Concrete-pontoon piers on the eastern shore, vertically connected to the pedestrian pier;

Demolition of existing piers;

Installation of educational/informational boards;

Green Infrastructure: Gazebo and vegetation planting;

Street Furniture: Benches;

Pier lighting system;

Installation of surveillance system;

Construction surveying services and final geodetic surveying and mapping;

Delivery of As-Built Documentation: 2 hard copies, 1 PDF electronic copy (on CD).

Bidder Qualification Requirements:

Economic & Financial Standing: No specific threshold requirements.

Technical/Professional Ability:

Work Experience: Within the last 5 years, completion of at least 1 project similar to this one (i.e., construction of a pier or dock with an area not less than 500 m²).

Required Personnel for Lot 1:

Construction Manager specializing in Hydraulic/Bridge Engineering (also acting as Site Manager);

Construction Manager specializing in Sanitary Engineering;

Construction Manager specializing in Electrical Engineering;

Construction Manager specializing in Telecommunications Engineering.

Required Personnel for Lot 2:

Construction Manager specializing in Hydraulic/Bridge Engineering (also acting as Site Manager);

Construction Manager specializing in Electrical Engineering;

Construction Manager specializing in Telecommunications Engineering.

Mutual Recognition of Qualifications: Equivalent certificates from EU/EFTA member states are recognized. If holding a non-Polish certificate, the successful bidder must, at their own expense, engage a Polish language translator to ensure communication and document translation throughout the process.

Award Criteria:

Price: 60% weight (Calculation formula: Lowest Price / Evaluated Price × 60 points).

Warranty Period: 30% weight.

Minimum Requirement: 36 months; offers below 36 months are considered non-compliant.

Scoring Method: Based on the number of months offered beyond the minimum requirement. A maximum extension of 24 months yields full points; offers of 60 months or more are still scored as 24 months.

Social Aspects: 10% weight.

Content: Commitment to newly employ socially marginalized groups (e.g., unemployed, over 50, under 30, persons with disabilities) under an employment contract.

Scoring: Scored based on the number of persons committed to employ (minimum 0.5 Full-Time Equivalent). A maximum of 2 positions are evaluated; commitment beyond 2 still yields full points.

Performance Bond:

Amount: 5% of the total awarded contract value.

Submission Deadline: Before contract signing.

Accepted Forms: Cash, Bank Guarantee, Insurance Guarantee, Guarantee Institution Bond.

Refund Method: 70% refunded within 30 days after project completion acceptance; 30% refunded within 15 days after the end of the defects liability period (warranty + guarantee).

Special Terms: Guarantees must be in "first demand" format, irrevocable and unconditional.
