Project Overview: The China Energy Beilun Power Plant is located in Beilun District, Ningbo City, Zhejiang Province. Its Phase III project (Units 6 and 7) consists of two ultra-supercritical coal-fired units, each with a single-unit capacity of 1050MW. To adapt to the current situation of tight coal supply and complex, variable coal types, a retrofit of the 6A raw coal bunker for Unit 6 boiler is planned.

Tender Scope: By installing a central partition wall and bidirectional electric slide gate valves in the 6A raw coal bunker, the project aims to enable single-bunk storage of two different calorific value coal types with rapid switching, thereby enhancing coal blending and combustion capability and unit peaking flexibility. Concurrently, the bunker liner will be replaced from microcrystalline plate to 304 stainless steel liner. The project includes all aspects such as procurement and supply, fabrication

installation, on-site construction, commissioning, and training.

Project Duration: The total duration is 50 days, planned to be implemented during the unit maintenance period from April 2 to June 10, 2026. The actual commencement date is subject to the written notice from the Tenderee.

Project Location: No. 66 Jingang West Road, Beilun District, Ningbo City, Zhejiang Province.

Source of Funds: Self-raised by the enterprise.

Bidder Qualification Requirements:

Must be an independent legal entity duly registered, providing valid supporting documents.

Must possess a valid Grade 3 or above Power Engineering Construction General Contracting qualification certificate.

Must possess a valid Work Safety Permit.

Performance Requirements: From February 2021 to the bid submission deadline (based on contract signing date), the bidder must have at least 2 completed contract performances for raw coal bunker compartmentalization retrofit in thermal power units with a single-unit capacity of 600MW or above. Scanned copies of the contracts (including key information pages) and proof documents stamped by the end-user are required.

Project Manager Requirements:

Must possess a valid Grade 2 or above Constructor Registration Certificate (in Construction Engineering or Mechanical & Electrical Engineering) and a Work Safety Assessment Certificate (Category B).

Must have at least 1 performance as project manager for a raw coal bunker compartmentalization retrofit project in a thermal power unit of 600MW or above (requiring stamped materials such as contracts or acceptance certificates).

Safety Officer Requirements: Must possess a valid Work Safety Assessment Certificate (Category C).

Consortium Bidding: Consortium bidding is not accepted for this project.
