Expired Tender for Submarine Cable Project by Greek Distribution Network Operator

Project Description : This project involves the implementation of three (3) medium-voltage submarine interconnection lines on the following islands: "ΚΑΛΥΜΝΟΣ-ΛΕΡΟΣ" (Kalymnos-Leros), "ΛΕΡΟΣ-ΛΕΙΨΟΙ" (Leros-Lipsi), and "ΛΕΥΚΑΔΑ–ΣΠΑΡΤΗ-ΣΚΟΡΠΙΟΣ" (Lefkada-Sparti-Scorpios), through the laying of composite submarine cables with a voltage of 20kV and XLPE insulation. The works include conducting full or partial submarine geophysical studies of the aforementioned straits and coastal areas, removal and final disposal of old cables, production and supply of the required submarine cables and all materials, components, and spare parts, as well as completing all necessary works and tests to deliver the aforementioned submarine interconnection lines to the Greek Distribution Network Operator (DEDDIE/HEDNO) and make them ready for use.

Buyer's Unilateral Right : The Greek Distribution Network Operator (DEDDIE/HEDNO) reserves the right to unilaterally reduce the main scope of the contract. This right concerns not implementing the connection sub-project for Lefkada-Sparti-Scorpios. This right may be exercised within a maximum of three (3) months after contract signing.

Tender Guarantee : Participation in the tender requires a tender guarantee amounting to two percent (2%) of the contract's estimated value, which is €976,673.15.

Performance Guarantee : A performance guarantee amounting to ten percent (10%) of the contract price (excluding VAT) is required.

Technical and Professional Capacity Requirements : Over the past ten years, must have produced and supplied at least 120 kilometers of submarine cable (any type). Of this quantity, at least 30 kilometers of cable must have been certified by the electricity company into whose grid it was integrated or by the end-user as having operated satisfactorily for at least one (1) year. Over the past ten years, must have executed contracts for laying at least 30 kilometers of energy submarine cables. Of this quantity, at least 10 kilometers of cable must have been certified by the electricity company into whose grid it was integrated or by the end-user as having operated satisfactorily for at least one (1) year. Over the past ten years, must have executed contracts for cable burial works at depths exceeding 15 meters for at least 5 kilometers. Of this quantity, at least 1 kilometer of cable must have been certified by the electricity company into whose grid it was integrated or by the end-user as having operated satisfactorily for at least one (1) year.

Economic and Financial Capacity Requirements : The tenderer must possess the required economic and financial capacity, specifically a minimum average annual turnover of €100,000,000 over the past three years. For companies operating for less than three years, their average annual turnover is determined based on the date their business activity commenced.

Professional Qualification Requirements : Economic operators participating in this contract award procedure must be engaged in activities related to the subject matter of the contract, i.e., activities related to cable production and/or supply and/or related energy project construction. Economic operators established in EU Member States must be registered in the professional register or chamber of commerce kept in their country of establishment. Economic operators established in European Economic Area (EEA) Member States, or third countries that have acceded to the Government Procurement Agreement (GPA), or third countries (not falling under the aforementioned) that have signed bilateral or multilateral agreements with the EU on matters of public contract award procedures, must be registered in the corresponding professional or commercial register or chamber of commerce.

Environmental Management System Requirements : Economic operators in this contract award procedure must comply with: • ISO 9001:2015 (Quality Management System) • ISO 14001:2015 (Environmental Management System) • ISO 45001:2018 (Occupational Health and Safety Management System) or other equivalent certifications.
