Project Name: Lumsden Point Street Lighting Electrical Technical Specification

Project Location: Lumsden Point Development Area, Western Australia, Australia

Project Background: This technical specification, as part of the Lumsden Point Development Project, aims to provide technical standards and installation requirements for the street lighting system and associated electrical infrastructure within the area.

Procurement Scope and Project Content:

Street Lighting System: Procure and install a complete street lighting system, including poles, luminaires, distribution boards, and associated cables.

Distribution Facilities: Procure and install 2 distribution boards (main switchboard and distribution panel).

Electrical Infrastructure: Includes the construction and connection of low-voltage cable systems, cable supports and conduit systems, and underground wiring facilities.

Power Connection: Liaise with the power supplier Horizon Power to complete the connection to the new high-voltage feeder main.

Testing and Commissioning: Complete testing, commissioning, energization, and handover of all electrical equipment.

Material Specifications and Technical Requirements:

Electrical System Parameters: 415 V, three-phase, four-wire, 50 Hz, multiple earthed neutral system.

Switchboard (Custom Type):

Comply with AS/NZS 61439.1/2 standards.

Protection Rating: Outdoor type IP66.

Enclosure Material: Minimum 2mm thick powder-coated zinc annealed steel or zinc-aluminum sheet.

Construction Type: Type 3b segregated (busbars segregated from other units, terminals segregated from busbars).

Main Busbars: Made of high-conductivity electrolytic copper, temperature rise limited to 65°C.

Spare Capacity: Main incoming and feeder busbars to have no less than 25% spare capacity.

Switchboard Components:

Circuit breakers and protective devices shall comply with the AS/NZS 60947 series.

Provide surge protective devices: Type I (Iimp≥100kA) and Type II (Imax≥40kA).

Provide arc fault detection devices for all final sub-circuits.

Low Voltage Cables:

Use stranded copper conductor cables, XLPE insulated, PVC sheathed.

Minimum Sizes: Lighting sub-circuits 1.5mm², electronic circuits 2.5mm², feeders 6mm².

Conductor Color Coding: Phase A Red, Phase B White, Phase C Blue, Neutral Black, Earth Green/Yellow.

Street Lights:

LED luminaires, luminous efficacy >60 lumens/watt.

Color Rendering Index >80, correlated color temperature 3000K.

Comply with AS/NZS 60598.1 and SA/SNZ TS 1158.6 standards.

Poles:

Tapered hot-dip galvanized steel poles, complying with AS 1798.

Designed by a professional engineer, foundations custom-designed based on site wind loads and soil conditions.

Conduit System: Rigid conduit, complying with AS/NZS 61386 series. Underground conduits light orange, above-ground conduits grey. Conduits and cable pits pre-installed by the main contractor, street lighting contractor responsible for connection.

Cable Pits: Pre-installed by the main contractor, street lighting contractor responsible for connection and inspection.

Testing and Certification:

Site testing to be conducted in accordance with AS/NZS 3017.

Provide complete type test reports.

All factory-built switchboards require dielectric withstand tests, electrical and mechanical functional tests.

Design of critical structures certified by a professional engineer.

Document Submission Requirements:

Submit detailed technical data for all equipment and materials.

Submit switchboard layout drawings, single-line diagrams, wiring diagrams, cable routing diagrams.

Submit operation and maintenance manuals.

Submit certificates of compliance with standards.

Environmental and Special Requirements:

PVC materials to comply with AS/NZS 5395 best environmental practice requirements, including labeling.

Conduits exposed to sunlight require UV resistance.

Enclosures require insect-proofing measures, ventilation openings covered with 1mm corrosion-resistant mesh.

Seismic resistance of equipment must be considered.

Identification and Labeling:

All cables, terminals, and equipment require clear and durable identification.

Switchboards require circuit labels, warning signs, and single-line diagrams.

Main switchboard requires an A3-sized single-line diagram posted.
