Description

Project Name: EPC General Contracting Project for Guoneng Jilin Changling 120MW/240MWh Centralized Energy Storage Project of Jilin Company New Energy Company

Project Location: Xin'an Town, Changling County, Songyuan City, Jilin Province, located east of the Guoneng Xin'an Wind Farm Step-up Station, with flat terrain in the project area

Project Scale: Construction of a 120MW/240MWh centralized electrochemical energy storage power station, configured with lithium iron phosphate or equivalent technology type energy storage battery systems

Item Information:

Energy Storage System: Complete set of 120MW/240MWh electrochemical energy storage equipment, including but not limited to energy storage battery containers, power conversion systems (PCS), battery management systems (BMS), and energy management systems (EMS)

Step-up System: 1 unit of 220kV 150MVA three-phase two-winding on-load tap-changing power transformer

Reactive Power Compensation: 1 set of ±40MVar dynamic reactive power compensation device (SVG) to meet grid reactive power regulation requirements

Grounding System: 1 set of low-resistance grounding complete set device

Station Service Power Supply: 1 unit of station service transformer and 1 unit of diesel generator set to ensure emergency power supply within the station

Switchgear: 35kV switchgear, 220kV high-voltage cables and accessories, and power distribution devices

Prefabricated Containers: 35kV power distribution devices and secondary panel cabinets adopt prefabricated container form (two-story structure), low-voltage power distribution equipment adopts prefabricated containers

Control and Protection System: Complete set of relay protection devices, automatic devices, computer monitoring systems, and telecontrol communication equipment

Cable Materials: Various specifications of power cables, control cables, communication optical cables, and accessories

Auxiliary Facilities: Firefighting equipment and systems (including fire alarm), video surveillance systems, network communication equipment, lighting systems, grounding materials

Civil Construction Materials: Concrete, steel reinforcement, embedded parts, fencing materials, road hardening materials, greening vegetation

Project Scope: (EPC General Contracting, excluding construction supervision, cost consulting, and equipment supervision)

Survey and Design:

All design work from project preliminary design to final acceptance, including geological survey, preliminary design report and budget preparation, equipment technical specification preparation, construction drawing preparation, and as-built drawing preparation

Specialized drawing design and report preparation required for acceptance in safety, fire protection, water and soil conservation, environmental protection, energy assessment, occupational health, grounding, and archives management

Construction drawing technical clarification, stakeout, and on-site design services

Material Supply:

Procurement of complete set of energy storage system equipment, covering battery containers, PCS, transformers, switchgear, cables, prefabricated containers, control and protection equipment, etc.

Required spare parts, sampling pieces, special tools, and consumables

Equipment supervision, transportation, unloading, on-site and off-site storage, management, and handover

Relevant equipment for connection to the Guoneng Xin'an Wind Farm 220kV step-up station (including materials required for modification)

Construction:

Civil Construction: Modification of the original centralized control room, energy storage equipment foundations, main transformer foundation, prefabricated container foundations, cable trenches, fencing, internal roads (including modification and restoration of existing roads), greening and hardening, flood control facilities, water supply and drainage works, temporary construction facilities, and vegetation restoration

Equipment Installation: Installation of energy storage system, step-up transformer and power distribution devices, SVG, grounding system, diesel generator, fire protection system, and network communication equipment

System Commissioning: Unit commissioning, subsystem commissioning, complete set start-up commissioning, and coordination with on-site system joint commissioning

Oversized Transport: All work involving crossing, traversing, line relocation, demolition, and coordination

Signage System: Production and installation of permanent signs such as equipment signs, road signs, and warning signs

Construction Support: Construction dewatering, support measures, winter and rainy season construction measures, temporary construction facilities, earthwork balance and disposal, construction water, electricity, and communication supply, water sprinkling for dust suppression, temporary greening, and construction publicity

Equipment Testing and Commissioning:

Testing and commissioning of cables, primary electrical equipment systems, secondary electrical equipment systems, communication systems, fire protection systems, background monitoring systems, and video surveillance systems

Protection setting value calculation and setting

Various grid-connection tests and capability tests required by the local power grid company

Electromagnetic transient simulation modeling and electromechanical transient simulation modeling of the station (if required)

Secondary security protection, security level evaluation

Special tests for electrical equipment, grid-related tests

Grid-connection testing services to meet national, industry, and State Grid requirements

Permanent and Temporary Land Occupation:

All work and costs for permanent land occupation (excluding land transfer fees) and temporary land occupation

Handling approval procedures for temporary use of grassland, forest land, and land, paying vegetation restoration fees, reclamation deposits, etc.

Procedure Handling:

Preliminary design review, construction land procedures, forest land procedures (if any)

Construction Land Planning Permit, Construction Engineering Planning Permit, Construction Permit

Fire protection design filing and reporting, project commencement legality procedures

Grid-connection Procedures: Equipment numbering, line naming, power quality calculation, technical supervision procedures, protection setting value filing, security level evaluation plan preparation and filing

Electricity meter and related equipment calibration and acceptance

Grid company grid-connection acceptance, electric power engineering quality supervision inspection and obtaining the final supervision report

Handling of Grid-connection Agreement, Grid-connection Dispatching Agreement, Electric Power Business License, and Power Purchase and Sale Contract

Special equipment inspection reporting, quality supervision center station acceptance

Specialized Acceptance:

Specialized acceptance for safety, fire protection, water and soil conservation, environmental protection, energy assessment, occupational health, grounding, and archives management

Obtaining relevant acceptance documents from government management departments

Report preparation, third-party supervision, testing, review, and coordination required for acceptance

Communication and Coordination:

All internal and external coordination work before project final acceptance, including with local governments, power grid companies, surrounding communities, and relevant departments

Construction Period Requirement: Commencement on April 20, 2026, full capacity operation by September 30, 2026 (subject to the commencement date specified by the supervisor, total construction period remains unchanged)

Qualification Requirements: Bidders must possess a Grade-A Comprehensive Engineering Design qualification, or a Grade-A Engineering Design qualification in the Power Industry, or a Grade-One or above Electric Power Engineering Construction General Contracting qualification certificate and a valid work safety permit.

Performance Requirements: From January 2021 to the bid submission deadline, at least one completed EPC (electrochemical energy storage) general contracting contract for an energy storage project of 20MW/40MWh or above.

Project Manager Requirements: Possess a valid professional qualification registration certificate for engineering construction or a senior professional technical title certificate, and have served as the project manager for at least one EPC general contracting project for an energy storage project of 20MW/40MWh or above.

Bidding Document Acquisition: From 17:00 on February 28, 2026, to 16:00 on March 6, 2026, purchase online via the Guoneng e-Bidding Bidder Business System, priced at 70 RMB per set.

Bid Submission Deadline: 10:00 on March 23, 2026 (Beijing Time)

Bid Opening Method: Public bid opening through the Guoneng e-Bidding Bidder Business System, no on-site bid opening ceremony will be held.

Special Terms: If the administrative approval documents for project commencement and the permanent and temporary land acquisition procedures are not completed within 60 days after winning the bid, the Tenderee has the right to terminate the contract and impose a penalty of 10% of the contract value.
