Qualification Assessment Requirements: Bidders must submit relevant declarations and proofs, including but not limited to: No bankruptcy/liquidation proceedings; Compliance with tax and social security obligations; Registration with the trade association for accident insurance; No record of serious misconduct (the contracting authority will check the competition register). Preference is given to companies certified through the German Prequalification of Construction Companies Association (Präqualifikation von Bauunternehmern e.V.) list or equivalent prequalification lists.

Proof of Economic and Financial Capacity: Must provide turnover data from comparable construction works. If shortlisted, may be required to provide annual financial statements confirmed by an auditor/tax advisor.

Proof of Technical and Professional Capacity: Must provide average annual number of employees (by wage group, indicating technical management personnel), commercial/professional registration information. If shortlisted, may be required to provide commercial register, trade register, or chamber of commerce registration; and proof of relevant performance issued by clients.

Subcontractor Requirements: If subcontractors are to be used, their relevant declarations and proof of qualification must be submitted as required. After award, subcontractors must also commit to complying with wage standards and minimum wage regulations.

Wage Standards and Minimum Wage: The bidder and its subcontractors, leased employees (known at the time of bidding) must submit a declaration committing to comply with the relevant provisions of the Hessen Tender and Wage Standards Act (HVTG).
