Tender for the Construction of a Gigabit Fiber Optic Network in Burgebrach, Germany

Project Description : The market town of Burgebrach plans to construct a fully functional FTTB/FTTH network within its municipal area. The coverage area includes the main town of Burgebrach and the districts of Stappenbach, Düttendorf, Ampfrach, Mönchsondorf, Wolfsbach, Büschelberg, Magdalenenkapelle, Mönchsambach, Dürrhof, Diebach, Treppendorf, Feishof, Oberharnsbach, Unterharnsbach, Unterneuses, Tempelsgreuth, Küstersgreuth, and Hirschbrunn. The construction area consists of new and existing distribution zones, with a total pipeline length of approximately 30,500 meters on public land and approximately 10,200 meters on private land. In some areas, microduct bundles (material scheme 7 mm and/or 10 mm) have already been laid as part of joint trenching projects. Other areas have undergone preliminary construction under the Bavarian Gigabit Fiber Optic Promotion Program and are now subject to supplementary expansion. The scope of this tender includes both the construction of fiber optic infrastructure from scratch and the completion of empty conduit laying and connection improvements to existing fiber optic networks in partially developed areas.

Core Scope of Services : Including but not limited to: all necessary civil engineering works on public and private land (including excavation, backfilling, and reinstatement); production and installation of house connection units; pulling and blowing works for microduct and fiber optic cable installation; installation of optical cables; fiber splicing at building interiors, network distribution points (APL), and network facilities; acceptance measurements (OTDR measurements) must be carried out for each building connection point as specified. The tendered works are part of a state-funded overall project. When submitting their bids, tenderers must commit to strictly adhering to all relevant funding guidelines and additional conditions upon award.

Financial Qualification Requirements : Average annual turnover (limited to construction and services comparable to the tendered works) over the past three financial years must be at least 2,500,000 euros (net).

Technical/Professional Qualification Requirements : Must submit three reference projects completed within the last five years, comparable to this project. All three references must meet the minimum requirements, at least two references must meet higher requirements, and at least one reference must meet the highest requirements. Specific requirements include different numbers of house connections (50/150/400), pipeline length in public areas (1500/3000/10000 meters), FTTB microduct bundle laying, network distribution point installation (3/6/12 units), optical cable blowing, optical cable assembly splicing measurements, and minimum project value (250,000/600,000/1,500,000 euros net).

Personnel Qualification Requirements : Average number of employees over the past three years must be at least 12 (excluding administration and apprentices). The following qualified key technical personnel must be assigned to the project: 1 road construction master or road construction technician, 2 civil engineering and pipeline laying specialists, 2 optical cable assembly specialists.

Equipment Requirements : Must own or commit to providing the following minimum essential construction equipment: 1 asphalt heating box/heating container/heating barrel, 1 roller compactor, 1 (wet cut) asphalt cutter, 2 cable drum transport trailers with payout roller brakes, 1 65 mm excavator, 1 130 mm excavator, 1 horizontal directional drilling rig, 1 lightweight falling weight deflectometer for plate bearing tests.

Insurance Requirements : Must provide proof of professional liability insurance with minimum conditions: coverage of 5 million euros per incident for personal injury, property damage, and financial loss, with an annual aggregate limit of twice the sum insured.
