Tender for the THD42® Fiber Optic Network Access Works in the Loire Department, France

Contract Description : This contract aims to select a contractor to carry out various works for the access and aggregation networks of the Loire Department's High-Speed Fiber Optic Network (THD42®), including necessary technical studies and work in interconnection zones. This network currently makes nearly 200,000 homes eligible for fiber optic access across 271 municipalities in the Loire department (excluding the 43 municipalities of the Saint-Étienne Metropolis and the 6 municipalities of the Roanne Agglomeration). The core objective of the works is to maintain and enhance the network's coverage and robustness.

Project Content : Includes but is not limited to: access segment extension (making more homes eligible for fiber access); access segment reinforcement (addressing complex terrain or technical challenges); concealment or rerouting works for parts of the network; aggregation segment loop construction (enhancing network redundancy); transmission segment reinforcement; and any other necessary works related to electronic communications networks. The contractor is responsible for the entire process from design to implementation.

Scope of Services : Covers detailed project studies (including site surveys and technical solution development); implementation of aerial and underground works; laying, splicing, and testing of optical fiber cables; and final connection work on the aggregation, transmission, and access networks. During construction, it is essential to ensure no interruption to existing power, telecommunications, ADSL, broadband, and other services.

Material Specifications : The main materials involved in the works include, but are not limited to: various types of single-mode/multi-mode optical fiber cables suitable for aerial and underground environments; corresponding connection accessories such as patch panels, splice closures, and terminal boxes; hardware for aerial installation like steel cables and hooks; and infrastructure materials for underground installation such as HDPE ducts, handholes, and manholes. The technical specifications of all materials must comply with current telecommunications industry standards and the specific requirements of the THD42® network.
