Description

Project Title: Budila Municipality Smart Infrastructure Local Management System Development Project

Project Description: This project is part of Romania's National Recovery and Resilience Plan (PNRR). It aims to enhance public administration and service levels in Budila Municipality through the deployment of a comprehensive smart technology infrastructure, promoting green transportation and smart community development.

Specifications and Item Information:

Smart Bus Passenger Boarding/Alighting Stops: 6 sets. Equipped with smart information display, real-time bus arrival forecast, and passenger interaction functions.

Multifunctional Smart Lighting Columns: 2 sets. Integrated with smart lighting control (e.g., automatic dimming, remote management), capable of hosting modules such as environmental monitoring sensors, public Wi-Fi, or information screens.

Three-Phase Charging Points (with Remote Control System): 2 sets. Support electric vehicle charging, equipped with remote telemetry and management systems.

Server: 1 unit. For hosting the smart management system platform and data processing.

Smart Metering System: 1 set. For monitoring and managing energy consumption of public facilities (e.g., lighting, charging points).

Supply: Provide all the aforementioned equipment, system software, and platforms, strictly complying with the specifications in the technical design document (PT Nr. CC1610/2025).

Installation and Commissioning: Complete on-site installation, wiring, system integration, and comprehensive commissioning of all equipment to ensure proper operation.

Software Deployment and Training: Install all software systems and provide operation and maintenance training for staff managing the new systems and equipment.

Documentation and Acceptance: Prepare and provide all necessary technical documentation and complete the final acceptance process. The final project acceptance deadline is June 15, 2026.

Subcontracting Arrangement Description: Must clearly specify in the bid the parts intended for subcontracting (limited to services and installation works; goods supply cannot be subcontracted) and provide information on the intended subcontractor(s). If using a subcontractor to meet qualification requirements, separate qualification documents for the subcontractor must be submitted.

Award Criterion: The sole criterion is the lowest price. Bids will be ranked in ascending order of total price (excluding VAT), and the bidder with the lowest price will be awarded the contract.
