Tender Description ：This tender concerns the construction of underground electricity grids and associated connections within the jurisdiction of the Western Regional Directorate of Île-de-France. The works include civil engineering, underground and/or overhead installation of medium voltage (HTA) and low voltage (BT) distribution networks, fabrication of related accessories, and implementation of associated or independent connections (collective or monitored power). This tender is directed at the Customer Connections and Works Department and involves the following activities: implementation of project engineering plans, execution of large-scale medium voltage projects (especially mobile projects) and medium voltage customers (data centers, industry, etc.) within the jurisdiction, and connections for low voltage commercial customers (collective housing, low voltage connections >36kVA).

Technical Capacity Requirements ：

Bidders must hold or be able to obtain Enedis qualification for GCE, ACE BT, ACE HTA products by the contract start date.

Must possess or demonstrate ability to subcontract works requiring Enedis qualifications such as TPE, BRTE, ETS, ETA, REC, Carto V3, HTA1, HTA2, BTA, SUPP, DETEC, EQP, etc.

Requires construction capability for oil-impregnated paper-insulated cables.

All personnel must possess at minimum H0 and B0 certifications as defined by standard UTE C 18-510.

Ability to work on live or de-energized low voltage installations, with personnel holding certifications such as B1, B1T, B2, B2T, H1V, H2V, etc.

Must be equipped with necessary construction equipment such as cable laying equipment, safety equipment, etc.

Standards and Regulations to be Mastered ：UTE C18-510, UTE C11-001, C11-201, NF P98-331, SETRA technical guides, Highway Code, Decree 65-48

Experience Requirements ：Must provide an organizational chart proving possession of experienced internal resources for construction studies, site management, logistics management. Must provide project experience, including project name, client, location, contract dates, and brief description.

Quality Standards ：Provide certifications if held, such as ISO 9001, 14001, OHSAS 18001, MASE, VCA, or equivalent.

Exclusion Grounds ：Must submit a declaration of integrity confirming absence of situations described in Articles L.2141-1 to L.2141-5 and L.2141-7 to L.2141-11 of the French Public Procurement Code. Must comply with EU Regulation 2022/576 concerning sanctions against Russia and sign the EDF Group compliance requirements commitment.

Consortium Bidding ：Consortium bidding is permitted. An authorized representative must be designated, and members are jointly and severally liable for contract obligations. A bidder cannot bid for the same lot both individually and as part of a consortium. The consortium composition cannot be changed in principle after bid submission.
