Project Description: Collection and disposal of specified municipal waste from residential properties located within the administrative area of the City of Tłuszcz, as well as municipal, construction, and demolition waste collected from selective municipal waste collection points (PSZOK). The service includes waste management through recycling or neutralization, aiming to achieve statutory recycling rates, readiness for reuse rates and other recovery methods, and to reduce the amount of biodegradable waste sent to landfill and the landfill level.

II. Technical Requirements

Technical Specifications/Standards: The service must comply with the provisions of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities and the Mazovian Voivodeship Waste Management Plan.

Quality Standards: Achieve statutory recycling rates, readiness for reuse rates, and reduced landfill levels.

Environmental Standards: Vehicles used must meet an emission standard of at least Euro 6, or use environmentally friendly power sources.

III. Service Information

Service Type: Municipal waste collection and disposal services.

Service Period: 24 months.

Service Deliverables: Collection and disposal of waste as per the contract, achieving specified environmental targets.

Personnel Qualification Requirements: The tenderer (or one member of a consortium) must be registered in the register of regulated activities for the collection of municipal waste from residential properties managed by the Mayor of Tłuszcz and in the register of producers, operators of packaging products, and waste managers (BDO) managed by the competent voivode responsible for the waste management database, concerning the waste codes covered by the tender.

IV. Implementation Conditions

Implementation Period: 24 months.

Contract Information

Contract Type: Service Contract.

Contract Duration: 24 months.

Subcontracting Allowed: The tenderer may (under certain conditions) rely on the capacities of other entities to meet the participation conditions. Consortium bidding is allowed.

Payment Method: Electronic payment.

Payment Milestones/Proportions: The performance bond is 3% of the total tender offer value and will be returned within 30 days after the completion of contract performance (i.e., after the last batch of waste collection and disposal).

Contract Variation Clause: The contracting authority provides the possibility to increase the quantity of waste during the contract period by exercising an option, but the increase in contract value shall not exceed 20% of the maximum compensation amount specified in the contract.

VI. Tender Requirements

Tender Language: Polish.

Tender Bond: 100,000.00 PLN.

Performance Bond: 3% of the winning bid price.

Enterprise Qualification Requirements: Relevant registration certificates must be provided (register of regulated activities, BDO register).

Similar Project Experience Requirement: Continuous provision of at least 2 municipal waste collection and disposal services in the last 5 years (or during its period of operation if shorter), each with a waste disposal volume of at least 5000 Mg.

Equipment Capability Requirement: Must possess at least: 2 vehicles suitable for collecting mixed municipal waste, meeting emission standard of at least Euro 6 or using environmentally friendly power sources; 2 multi-compartment vehicles suitable for collecting segregated municipal waste, meeting emission standard of at least Euro 6 or using environmentally friendly power sources; 1 collection vehicle without compaction function, meeting emission standard of at least Euro 6 or using environmentally friendly power sources.

Consortium Bidding Requirement: Allowed. Relevant conditions and requirements must meet the tender documentation provisions.

VII. Bid Evaluation Rules

Evaluation Method: Comprehensive scoring method.

Price Score: Weight 90 points. Formula: C = (Lowest quoted total price including tax / Evaluated quoted total price including tax) x 90.

Technical Score: Weight 10 points. Scored based on emission level/power type of vehicles to be used for contract performance: 0 points for using vehicles with Euro VI emission standard; 5 points for each vehicle using an environmentally friendly power source, up to 10 points maximum (i.e., maximum 2 environmentally friendly vehicles).

Evaluation Criteria: Scoring based on price and the quality criterion "Emission Level".

VIII. Timeline
