I. Place of Performance: Dzelzceļa iela 10, Aizkraukle, Latvia Performance Period: 38 months Estimated Value: €10,080,880.00 (excluding VAT) II. Technical Requirements Technical Scope: Includes petroleum pollution control, pollutant monitoring, site clearance and demolition, and the implementation and maintenance of technical solutions for mitigating pollutant migration. Quality and Warranty: Bidders must provide a warranty period for the remediation works, with graded scoring based on the warranty duration (from 5 years to 9 years and above). Personnel Requirements: Bidders must designate key personnel including a Project Manager, Chemist/Process Expert, Hydrogeologist, Petroleum Recovery Expert, Thermal Conduction Heating (TCH) Technology Expert, Ex-situ Soil Remediation Expert, Surfactant Injection Expert, etc., and provide proof of their professional experience over the past 10 years. III. Tender Requirements Tender Language: Latvian Tender Submission Method: Electronic submission Tender Security: A tender guarantee issued by a credit institution or insurance company is required. Tender Validity Period: 6 months Qualification Assessment: Prequalification will be conducted using the European Single Procurement Document (ESPD). IV. Scoring Weights: Price Score (F1): Based on financial offer and the lowest price principle. Efficiency Score (F2): Based on the operation and maintenance costs (lifecycle costs) of the pollutant migration mitigation technology. Quality Score (S1): Based on the warranty period for the works. Expert Team Experience Scores (P1-P7): Based on the professional qualifications and past project experience of the 7 key personnel categories. V.
