Project Location: Lubiatowo-Kopalino, Municipality of Choczewo, Republic of Poland
Project Scale: Three AP1000® reactor units with a total installed capacity of up to 3,750 MWe
Equipment Description: AP1000 Safety-Related Normal Residual Heat Removal Heat Exchangers for the RNS System, designed and manufactured to ASME Boiler & Pressure Vessel Code Section III Class 3 (tube side) and Section VIII (shell side); Commodity Code ME1C
Procurement Quantity: Heat exchangers for three units (exact quantity to be defined in the formal RFP)
Scope of Work Summary: Overall project management, planning, scheduling, and reporting; procurement of materials; preparation of manufacturing drawings and procedures (welding, cleaning, marking, coating, packaging, etc.); work packages, manufacturing and assembly procedures, quality and inspection plans, factory acceptance testing procedures, quality documentation packages, personnel and process qualifications, and handling/storage instructions; non-destructive examination and other testing and qualification requirements as per design specification; factory acceptance testing; quality assurance/quality controls; special tooling; equipment qualification; and fulfillment of all responsibilities defined in ASME Section III, Class 3
Qualification Criteria: Demonstrated experience in furnishing similar safety-related nuclear equipment; possession of a nuclear quality assurance program audited by Westinghouse or NIAC and compliant with NQA-1 and 10 CFR 50 Appendix B; certification of compliance with all applicable government policies, laws, regulations, international treaties, and export controls; financial solvency; and successful completion of the Westinghouse AP1000 Supplier Qualification Questionnaire
Sanctions Requirements: The supplier must certify that it is not subject to UN, EU, Polish, or US sanctions; it is not a Russian national or an entity established in Russia; its proprietary rights are not directly or indirectly owned more than 50% by any such sanctioned entity; and it is not acting on behalf or at the direction of any such sanctioned entity
Delivery Restrictions: No equipment, parts, or materials may be manufactured in or supplied from sanctioned or embargoed countries; manufacturing or import from the Russian Federation is prohibited; supply from Crimea, Donetsk Oblast, or Luhansk Oblast (areas not under factual control of the Ukrainian government) is prohibited; any other individual, entity, or country of origin deemed by Poland to be a threat to national security is also restricted
Proposal Currencies: Euro (EUR), Polish Zloty (PLN), and/or US Dollar (USD)
Pricing Structure: A combination of Fixed Price (not subject to price adjustment) and Firm Price (subject to adjustment per mutually agreed indices) may be requested

Qualification Questionnaire Deadline: June 6, 2026 (15 business days from the notice issuance)
Other Key Provisions: A Proprietary Information Agreement must be executed before a company is invited to bid; a Parent Company Guarantee is required if the supplier is an affiliate of a parent company; the Customer reserves the right to audit the contractor’s subcontractor selection for compliance; Westinghouse may conduct a preliminary down-selection if a large number of companies respond, and may exclude entities from non-GPA countries or those relying on their capacities; 10 CFR 21 reporting of defects and noncompliance applies; all qualification decisions by the Contracting Authority are final and not subject to dispute.
