This marks the first time the city has implemented a reconstruction project execution plan under the "Act on the Improvement of Urban Areas and Residential Environments." The project aims to systematically improve areas with poor living conditions and renovate old, dilapidated buildings to enhance the urban environment and residential quality of life.

With the approval, the project executor, "Gyeongju Hwangseong Complex 1 Reconstruction Association," will proceed to subsequent steps, including the application for member allocation and the formulation of a management disposition plan. The reconstruction project of Hwangseong Jugong Apartment Complex 1, located in the area of 295 Hwangseong-dong, is a private reconstruction initiative.

According to the plan, the association intends to demolish the existing 620 housing units and construct 10 buildings with three underground floors and 25 above-ground floors on a 35,819 square meter site, comprising a total of 797 apartment units and supporting welfare facilities. The association was designated as a reconstruction improvement zone in 2017, received establishment permission in 2020, and subsequently completed procedures such as improvement plan changes and building reviews.

The project is scheduled to begin with the application for member allocation in the fourth quarter of this year, followed by relocation and demolition phases, with an expected completion date in 2034. Gyeongju Mayor Joo Nak-young stated that the city will actively provide procedural support to ensure the smooth progress of the reconstruction project.
