It is understood that during the "15th Five-Year Plan" period, inference loads will surpass previous training loads, becoming the primary consumer of computing power. Characteristics such as latency sensitivity, high load fluctuations, and concentrated demand require a shift in computing-electricity coordination from "spatial coordination" to "multi-dimensional coordination" between computing loads and the new power system. This necessitates the integrated deployment of core elements such as intelligent computing power, large models, and corpus resources.

Currently, the computing power industry has become a new engine driving the growth of electricity consumption across society. In 2025, China's computing facility electricity consumption reached 170 billion kWh, a year-on-year increase of approximately 30%, accounting for about 1.6% of total societal electricity consumption. This share is expected to reach 6% by 2030. As of the end of June this year, China's cumulative installed power generation capacity exceeded 4 billion kW, with renewable energy installed capacity surpassing 2.4 billion kW, continuing to hold the top spot globally.

Wang Hongzhi, Secretary of the Party Leadership Group and Director of the National Energy Administration, stated that nearly four out of every ten kilowatt-hours of electricity consumed across society are green electricity.
