Zhang Qihai, Chairman of Xinjiang Lihua, confirmed to the media that the company plans to invest $600 million in the Turkistan region of southern Kazakhstan to build a urea and compound fertilizer production plant, creating industrial chain synergy with the previously established cotton industry cluster. Zhang Qihai stated: "We plan to build a urea and compound fertilizer production plant, requiring $600 million, with the site selected in Turkistan Region."

As early as January 2026, Xinjiang Lihua confirmed that it would increase its investment in the Kazakhstan project from the initial $450 million to $600 million. The investment covers multiple facilities of the cotton textile industry cluster: two cotton processing plants and one PVC pipe plant have been completed, equipment installation at the spinning mill is nearing completion, and drip irrigation tape production lines are being installed.

Xinjiang Lihua's investment in Kazakhstan began in June 2025, with plans to build a cotton planting and processing complex in the Turkistan region, covering a complete industrial chain from cotton cultivation to garment production, with a planned planting area exceeding 52,000 hectares and the construction of 10 factories. Kazakh President Kassym-Jomart Tokayev has met with company executives multiple times and awarded Chairman Zhang Qihai the second-class "Dostyk" (Friendship) Order in recognition of his contributions to Kazakhstan's agricultural sector.
