en.Wedoany.com Reported - On October 28, the U.S. Environmental Protection Agency (EPA) published a final rule in the Federal Register amending the formaldehyde emission standards for wood-based panels, updating multiple test methods and product technical standards, and adding the ISO 12460-2:2024 small chamber quality control test method. The new rule will take effect on November 27, 2026, and applies to composite wood products such as plywood, particleboard, and medium-density fiberboard regulated under Title VI of the Toxic Substances Control Act (TSCA).

This amendment involves 40 CFR Part 770 of the U.S. Code of Federal Regulations and focuses on adjusting the voluntary consensus standards referenced for formaldehyde emission testing of wood-based panels. The newly added ISO 12460-2:2024 small chamber method can be used for quality control testing by manufacturers and testing institutions, and permits the use of analytical techniques such as laser absorption spectroscopy.

The updated standards include ASTM D6007-22 (small chamber test method), ASTM D5582-22 (desiccator test method), and ASTM E1333-22 (large chamber test method). The rule also incorporates ISO 12460-3:2023 (gas analysis method) into the scope of updates, and concurrently revises referenced documents such as ANSI A190.1-2022 (structural glued laminated timber) and PS 1-22 (structural plywood product standard).

For quality control testing, manufacturers may select applicable standards from among the methods recognized under the regulation and establish correlation of test results as required. Quarterly formaldehyde emission testing continues to use the ASTM E1333-22 large chamber method, or the ASTM D6007-22 small chamber method after completing the required equivalence demonstration.

The EPA has also removed the reference to British Standard BS EN ISO 12460-3, which duplicates the international standard, while retaining the corresponding international standard. The new rule concurrently modifies provisions concerning test methods, product scope of application, and terminology definitions, and aligns with the current relevant test method requirements of the California Air Resources Board (CARB).

This round of amendments maintains the existing formaldehyde emission limits and consumer and worker health protection requirements, with the main adjustments being to testing technical standards and the versions of regulatory references. The relevant provisions affect manufacturers and testing institutions that supply wood-based panels, furniture, cabinets, flooring, and other products containing wood-based panels to the U.S. market.
