Project Title: Comprehensive Municipal Pipeline Network Renovation Project on Rue Antoine-François Van der Meulen, Luxembourg/Dommeldange

Project Description: This is a comprehensive municipal infrastructure upgrade project covering the complete renovation of power, transportation, water supply, telecommunications, lighting, and accessibility systems along the specified street, aimed at improving the reliability, safety, and sustainability of regional infrastructure.

Project Content and Scope (Lot 1: CRE_2025_107 Luxembourg-Dommeldange Civil Engineering Works):

CREOS Power Engineering Scope:

Installation of new medium-voltage (MV) and low-voltage (LV) cable networks along Rue Antoine-François Van der Meulen

Upgrading and strengthening existing MV/LV grids, including replacing aging cables and upgrading distribution equipment (e.g., switchgear, transformers)

Installing dry cable duct systems to ensure cable protection and long-term reliability

System commissioning, testing, and integration with the existing CREOS grid

Traffic Signal System Upgrade Scope:

Comprehensive replacement of existing traffic signal networks, including controllers, signal heads, poles, and underground cables

Installation of new LED traffic signals compliant with EU EN 12368 standards

Upgrading pedestrian crossing signal systems to coordinate with new accessibility facilities

Signal timing optimization and system coordination debugging

Water Supply Pipeline Engineering Scope:

Installation of two new ductile iron pipelines:

DN 200 GGG: (200mm diameter, ductile iron material)

DN 300 GGG: (300mm diameter, ductile iron material)

Construction Scope: From the intersection with rue Jacques de Deventer to rte d'Echternach

Work Content: Including pipeline connections, valve installations, pressure testing, and anti-corrosion treatment

Telecommunications Network Construction Scope:

Installation of dry communication ducts and inspection manholes for Poste TECHNOLOGIES

Expansion of Luxembourg City's fiber optic network, deploying single-mode fiber optic cables supporting gigabit and higher transmission rates

Including fiber splicing, testing, and network equipment installation

Public Lighting System Upgrade Scope:

Upgrading street public lighting networks with high-efficiency LED luminaires

Installing intelligent lighting control systems supporting remote monitoring and dimming

Optimizing lighting layouts to enhance energy efficiency and light environment quality

Road Accessibility Improvement Scope:

Accessibility modifications for pedestrian crossings along the route to meet the needs of people with reduced mobility

Installing tactile guidance paving, compliant ramps, and accessible signal alert devices

Ensuring coordination with upgraded traffic signal systems

Material Specifications and Technical Requirements:

Power Cables: MV cables must comply with IEC 60502 standards; LV cables must comply with IEC 60227 standards

Traffic Signal Equipment: Must be CE certified and compliant with EN 12368 and RAL color standards

Water Supply Pipelines: Ductile iron pipelines must comply with EN 545 and EN 598 standards, pressure rating PN16

Communication Fiber: Single-mode fiber must comply with ITU-T G.652.D standard, attenuation ≤0.35 dB/km

Lighting Fixtures: LED streetlights must comply with EN 13201 standard, color temperature 4000K, color rendering index ≥70

Service Requirements:

Provide detailed construction plans, including phased traffic management plans

Implement full-process quality control in compliance with Luxembourg municipal engineering supervision requirements

Provide system commissioning, training, and post-construction maintenance support

Remarks:

Bidder Qualification Requirements: Must have experience in municipal comprehensive pipeline network engineering in Luxembourg or the EU, with proof of similar projects in the past five years

Coordinated Construction Capability: Must possess multi-disciplinary coordination capabilities to interface with power, water supply, telecommunications, and other departments

Traffic Management Plan: Detailed traffic management plans must be developed during construction to minimize impact on public mobility

Sustainability Measures: Bidding proposals should include sustainability measures such as material recycling, energy-efficient design, and environmental management plans
