Contract Performance Period: Three years (From a certain month in 2026 to a certain month in 2029). During the contract period, the purchaser will organize an annual performance acceptance inspection. If Party B fails the annual performance acceptance inspection, the purchaser has the right to terminate the contract. If there are adjustments to relevant superior policies, the purchaser also has the right to terminate the contract early.

Road Patrol: Conduct regular inspections on each road, with a total cumulative patrol mileage of approximately 12.028 km·times (sum of all road sections).

Pavement Maintenance: Involves asphalt concrete pavement maintenance with a total area of approximately 386,395 square meters, and sidewalk slab maintenance with a total area of approximately 78,444 square meters.

Ancillary Facility Maintenance: Includes repair and replacement of curbs and gutters (total length over 60,000 meters), raising/lowering and replacement of manholes and shafts (approximately 880 units), raising/lowering and replacement of catch basins (approximately 1,470 units), replacement of street name signs (92 sets each for straight poles and panels).

Bridge Maintenance: Involves railing maintenance for 6 bridges (total length approximately 340 meters), cleaning and replacement of expansion joints and waterstops (approximately 120 meters), bearing maintenance and repair (approximately 820 units), and routine regular inspections and settlement observations (7 items/times).

Sidewalk Guardrails: Repair and cleaning with a total length of approximately 2,000 meters.

Annual Inspection: Each road requires one routine inspection and evaluation per year.

Zhongshan North Road (Qingchun Road-Tiyuchang Road): Carriageway structure is "5cm permeable asphalt + rubber emulsified asphalt + 8cm AC-20C medium-graded asphalt concrete + glass fiber grid + emulsified prime coat asphalt + 35cm 5% cement stabilized base + 20cm graded crushed stone layer + soil subgrade"; Sidewalk structure is "China Black granite + 2cm M15 mortar + 10cm C15 concrete base + 15cm graded crushed stone + soil subgrade".

Huancheng West Road (Qingchun Road-Huancheng North Road): Carriageway structure is "25cm slag + 25cm lime-flyash mixture + 6cm coarse asphalt concrete + 3cm fine asphalt concrete".

Baoshan Bridge: Built in 1982/2006, crossing the East River, located on Tiyuchang Road. Total bridge length 36.8 meters (single span 20.8 meters), width 46.9 meters, area 1726 square meters. Structural form: left side 4 I-beams + 21 T-beams + right side 4 I-beams; Substructure: U-shaped abutments, pile-cap abutments; Railings: stone (length 40 meters); Expansion joints: QM-F-40 steel (length 80 meters).

Huancheng North Road Plank Road Bridge: Built in July 2023, crossing the Beijing-Hangzhou Grand Canal, located on Huancheng North Road. Total bridge length 118 meters (thirty-two spans), width 15.25 meters, area 1800 square meters. Design load: City-A level; Structure: framed prestressed concrete continuous beam; Substructure: pile-cap lightweight abutments; Railings: steel structure (length 80 meters); Expansion joints: 80-type steel (length 91.5 meters).

Compliance Standards: Must strictly implement over 20 current national, provincial, and municipal standards and specifications, including "Technical Code for Maintenance of Urban Roads" (CJJ36-2016), "Technical Standard for Maintenance of Urban Bridges" (CJJ99-2017), "Hangzhou City Urban Road Smart Inspection Technical Guidelines (Trial)" (Hang Cheng Guan Fa [2024] No. 6), "Notice on Clarifying the Work Requirements for 'Ingenuity Municipal' Asphalt Pavement Refined Repair in Hangzhou City (Trial)" (Hang Cheng Guan Fa [2024] No. 4), etc. If updated, the latest version shall be followed.

Daily Patrols: Each lot shall be equipped with at least 2 sets of smart inspection equipment for motor vehicle lanes and 2 sets for non-motorized vehicle lanes, conducting smart inspections according to the frequency required by the "Guidelines".

Defect Handling Time Limits:

Structural Damage Defects: Repair completed within 48 hours.

Functional Damage Defects: Repair completed within 72 hours.

Non-Motorized Vehicle Lane Defects: Repair completed within 24 hours.

Bridge Weigh-in-Motion System Operation and Maintenance: Requires providing comprehensive operation and maintenance services, ensuring normal operation for no less than 25 days per month. Telephone consultation/fault reporting requires response within 30 minutes and on-site handling within 3 hours. If reported by provincial/municipal authorities due to improper O&M, a deduction of RMB 20,000 per occurrence applies; failure to complete metrological verification on schedule results in a deduction of RMB 30,000 per occurrence; inability to operate normally due to facility reasons results in a deduction of RMB 500 per day per lane.

Archives and Smart Management: Must establish maintenance archives based on each road and each bridge, and promptly and accurately input data related to daily maintenance, repairs, inspections, technical condition evaluations, etc., into the road management system of the municipal regulatory department and the Zhejiang Province Road-Bridge-Tunnel Safety Online Smart Municipal System.

Basic Conditions for Bidders: Must meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China" and must not be listed on "Credit China" or the China Government Procurement Website as a dishonest被执行人, party to a major tax violation case, or on the record list of serious illegal and dishonest acts in government procurement.

Consortium: This project accepts consortium bidding.

Small and Medium-sized Enterprises (SMEs): Both lots of this project are specifically procured from SMEs, requiring all services to be undertaken by SMEs meeting policy requirements. The "SME Declaration Form" must be provided during bidding.

Specific Qualifications: Bidders must possess a Municipal Public Works Construction General Contracting Grade 3 or above qualification.

Advance Payment: 20% of the single-year contract price will be paid after the contract takes effect.

Progress Payment: 15% of the single-year contract price will be paid each quarter. The actual payment amount will be paid after deducting penalties based on the quarterly assessment.

Final Payment: The remaining 20% of the single-year contract price will be paid based on the annual assessment results. The advance payment portion is included in the annual assessment, and deducted amounts are settled in the final payment. The payment method for subsequent years follows the first year.

Subcontracting: Subcontracting of non-core, non-critical maintenance publicity work is permitted.

Quotation Requirements: The bid price must include all costs such as machinery, equipment, tools, materials, labor, emergency support, etc. Inspection costs during acceptance are borne by the purchaser and are not included in the total bid price.
