Performance Bond: Required. Within one week after contract signing, the winning bidder shall provide the purchaser with a performance bond amounting to 1% of the total contract price, which can be in the form of a bank or insurance company guarantee.

Contract Signing: The winning bidder must sign the contract with the purchaser within 30 calendar days from the date of issuance of the winning notice, and deliver the original contract to the purchaser and the procurement agency within 2 calendar days.

Tendering Agency Fee: The winning bidder shall pay the procurement agency a tendering agency fee (¥20,000), which is included in the bidding costs and does not need to be listed separately.

Project Objective: Construct the pilot application project for regional supervision linkage in Yueqing City, breaking the single-point overload control model. Relying on seven grassroots law enforcement units (Qingjiang, Yandang, Urban Area, Beibaixiang, Liushi, Hongqiao, Dajing) and the Yueqing Overload Transport Inspection Station on National Highway 228, build a new inspection and control linkage model centered on squadrons, forming an overload control supervision network with full-area coverage, supporting the setup of a 15-minute inspection and control circle, and realizing an overload law enforcement system with "information sharing and coordinated handling."

Construction Content:

Regional Supervision Data Collection: Aggregate vehicle detection data from 9 non-intrusive enforcement points, 1 overload inspection station, video surveillance points, and traffic survey stations. Connect with platforms like the Yueqing City Public Video Full-Area Coordination Platform to obtain video data for key road sections.

Integration of Supplementary Data Collection Equipment for Regional Supervision: Access data from 22 supplementary collection devices at station ends, covering data from 1 UAV, 18 body-worn cameras, and 3 mobile surveillance balls.

Regional Supervision Data Processing: Perform vehicle detection data processing and data correlation to support dynamic interception and law enforcement for the 15-minute inspection and control circle.

Regional Supervision Data Supporting Modules: Construct modules including basic management for regional supervision linkage, regional supervision simulation application, regional linkage planning, 15-minute inspection and control circle, regional law enforcement and high-ground linkage application, regional supervision command and linkage, and regional supervision analysis and handling measures.

Intelligent Facilities within Regional Supervision Stations: Carry out intelligent renovation of the Yueqing Overload Inspection Station to achieve real-time data collection and upload, completing the closed-loop handling of overloaded vehicles.

Mobile Facilities for Regional Supervision Linkage: Including equipment such as 1 UAV and 3 mobile surveillance balls. Body-worn cameras need to be connected to the municipal storage station.

Pilot Training Requirements: During the service period, provide pilot training to no fewer than 1 personnel designated by the purchaser, and assist them in completing the Civil Unmanned Aircraft Operator License (Beyond Visual Line of Sight) examination. Before passing the exam, the supplier must provide professional chief pilot assistance services, and no less than 6 months of assistance and guidance after passing.

Yueqing City Regional Supervision Data Supporting Modules: Includes basic management for regional supervision linkage, regional supervision simulation application, regional linkage planning, 15-minute inspection and control circle, regional law enforcement and high-ground linkage application, regional supervision command and linkage, regional supervision analysis and handling measures, etc.

Regional Linkage Security Duty Equipment: 1 unit, receives warning information and provides intelligent alarms.

Safe Passage Monitoring Equipment: 1 unit, requires built-in bayonet capture camera (≥5 megapixels), daytime license plate recognition accuracy ≥95%, nighttime ≥90%.

Regional Linkage Station Equipment Security Detection and Collection Facility: 1 unit, requires support for network penetration function, vulnerability detection (rules ≥200,000), embedded application vulnerability scanning, API vulnerability scanning.

Regional Linkage UAV and Airport: 1 set, UAV maximum flight time ≥50 minutes, protection rating ≥IP54. Airport protection rating ≥IP55.

Regional Linkage UAV Supporting Facilities: 1 set, includes 3-year UAV insurance (coverage ≥ RMB 70,000/year), third-party liability insurance (coverage ≥ RMB 1,000,000/year), 3-year IoT card with ≥100G traffic/month, 500M dedicated network line for the airport. Provide a commitment letter for pilot training and assistance services.
