Project Name: Water Treatment System Maintenance Services for the U.S. Embassy in Ethiopia Main Compound

Contract Type: Firm Fixed Price Purchase Order

Contract Period: 1-year base period with four 1-year optional renewal periods, total duration not to exceed 5 years

Scope of Work:

Potable water treatment system maintenance

HVAC water treatment system maintenance

Services include chemical supply, water quality testing, equipment maintenance, technical analysis, and report submission

Contractor must dispatch personnel to the embassy site for at least 5 working days every six months

Embassy staff responsible for daily testing; contractor responsible for weekly data analysis and providing adjustment recommendations within 24 hours

Technical Specifications:

HVAC system must use molybdate-based corrosion inhibitor with pH range 10.8-12.5, density 1.03-1.07 kg/L, and free of sodium nitrite

Must provide propylene glycol and maintain 30% concentration in chilled water system

Potable water system must comply with U.S. EPA Primary and Secondary Drinking Water Regulations (40 CFR Parts 141-143)

All chemicals must be NSF Standard 60 certified

Contractor Qualification Requirements:

Must be registered in the SAM (System for Award Management) database

Must provide proof of similar project performance and client references from the past 3 years

Technical personnel must possess relevant qualifications and provide resumes and training certificates

Must have at least 5 years of experience in design, manufacturing, and commissioning of potable water treatment plants for U.S. overseas diplomatic missions

Must be an authorized service provider for original equipment such as ITT Goulds pumps, Willo pumps, HACH CL17 chlorine analyzers

Quotation Requirements:

Quotation must include Defense Base Act (DBA) insurance costs

Must provide repair labor rates and emergency service rates (optional)

Value Added Tax (VAT) to be quoted as a separate line item

Quotation validity must cover the entire contract period

Bid Document Requirements:

Submit in two separate folders: technical proposal and financial proposal
