Description

Project Description: Supply of 406,284 sets of Low Tension Pin Insulators (including iron pins), made of porcelain.

Material Specification & Scope: The procurement item is 406,284 sets of "Low Tension Pin Insulators (including iron pins)", with the technical specification clearly stating porcelain insulators. Bidders must be genuine Manufacturers.

Service Scope & Regional Division: The supply scope covers four distribution regions under the Kerala State Electricity Board. Bidders may quote for one or more regions but must offer a uniform price for all quoted regions. The specific regional division and corresponding quantities are as follows:

South Region: 89,714 sets

Central Region: 119,650 sets

North Region: 100,920 sets

North Malabar Region: 96,000 sets

Contract Period: 120 days

Estimated Contract Value: INR 24,377,040.00

Tender Document Fee: INR 44,250.00 (including 18% GST), payable via net banking. MSMEs with Udyog Aadhar registration are exempted.

Bid Security (EMD): INR 243,800 (1% of the total estimated contract value for the quoted region(s)). The EMD for new entrants is 10% of the above amount. Government public utility departments in Kerala are exempted. EMD exceeding INR 100,000 can be submitted in the form of a Bank Guarantee (on INR 500 stamp paper, valid until after contract signing).

Payment Method: Online payment only through the State Bank of India's Multi-Option Payment System (MOPS). The tender fee and EMD must be paid as a single transaction; separate payments will be automatically rejected by the system (unless the EMD is submitted as a Bank Guarantee).

Price Quotation Requirement: Bidders must offer a uniform price for all quoted regions.

Bid Evaluation Method: Bids will be evaluated region-wise. If multiple L1 bidders emerge, the lowest overall identified price across all four regions must be matched, otherwise the bid may be rejected.

Procurement Preference: Public utility departments and MSMEs within Kerala are eligible for procurement/price preferences.

Required Documents: Technical and financial bids must be submitted online. Scanned copies of the tender agreement and bid format signed on Kerala Non-Judicial Stamp Paper (each valued at INR 200) must be attached, and the original sealed copies must be submitted to the Chief Engineer's office before bid opening.

Digital Signature Certificate: Bidders must possess a Digital Signature Certificate of Class II or above.
