Project Background: RĪGAS SILTUMS JSC is the main heat supplier in Riga, the capital of Latvia, responsible for providing heating services to residential and commercial users in Riga. The "Zasulauks" Thermal Power Station involved in this tender is a key heat production facility for Riga, and its biofuel boiler is a critical piece of equipment for promoting the use of renewable energy and reducing carbon emissions.

Project Objective: Through professional maintenance and servicing, ensure the safe, stable, and efficient operation of the 20 MW biofuel boiler and its auxiliary equipment, extend the equipment's service life, reduce failure rates, and guarantee the reliability of Riga's heat supply.

Procurement Scope: Covers the routine maintenance, periodic servicing, fault repair, spare parts replacement, emergency repair, and related technical support services for the main equipment (including boiler body, combustion system, feeding system, ash removal system, etc.) and auxiliary equipment (including control systems, fans, pumps, piping valves, heat exchangers, environmental protection equipment, etc.) of the 20 MW biofuel boiler.

Service Requirements: The winning bidder must provide year-round 24-hour emergency response service, develop a detailed preventive maintenance plan, regularly submit equipment status reports, establish maintenance records, and ensure all maintenance work complies with relevant Latvian and EU technical standards and environmental regulations.

Weekday Emergency Repair Labor Rate (5 points): Scored based on the bidder's quoted emergency repair labor rate (EUR/person-hour) during weekdays. Calculation formula: Lowest Offer ÷ This Bidder's Offer × 5. The bidder with the lowest offer receives the full 5 points;

Non-Workday Emergency Repair Labor Rate (5 points): Scored based on the bidder's quoted emergency repair labor rate (EUR/person-hour) during non-workdays. Calculation formula: Lowest Offer ÷ This Bidder's Offer × 5. The bidder with the lowest offer receives the full 5 points;
