Tender Name: Ambulance Procurement Project

Project Background and Purpose: To procure specialized ambulance vehicles for the emergency medical services of Istria County, aimed at enhancing pre-hospital emergency response capabilities and patient transport efficiency in the region. The procured vehicles will be equipped with a four-wheel drive system to meet emergency service requirements under various weather and road conditions.

Vehicle Type and Specification: Type C Emergency Ambulance, equipped with four-wheel drive (4x4)

Core Material Specifications (Detailed requirements subject to the technical specification in the official tender documents):

Basic Vehicle Requirements:

Vehicle Condition: New and unused medical special-purpose vehicles; demonstration or test drive vehicles are not allowed.

Drive Type: Must be four-wheel drive (4x4), with good off-road and slippery surface capability.

Chassis and Engine: Commercial vehicle chassis; engine power must meet the load requirements of emergency tasks; emission standards must comply with current EU regulations.

Transmission: Automatic or manual transmission (subject to technical specifications).

Payload and Space: Payload and interior dimensions of the medical compartment must meet the requirements for emergency equipment and operational space for medical personnel.

Medical Compartment Refurbishment Requirements:

Internal Layout: Designed and refurbished according to European standards or Croatian national standards, including stretcher systems, paramedic seats, medical cabinets, oxygen cylinder fixing devices, infusion stands, etc.

Electrical System: Independent electrical system for the medical compartment, equipped with an inverter, external power supply interface, power sockets for medical equipment (230V/12V), interior lighting, and disinfection lamps.

Air Conditioning and Ventilation: The medical compartment must be equipped with an independent air conditioning system and ventilation devices to ensure appropriate temperature and air circulation.

Communication and Warning Systems: Integrated wireless communication equipment, warning lights and sirens, front and rear dash cameras, and a reversing camera.

Medical Gas System: Pre-installed oxygen pipelines and terminal interfaces for quick connection to onboard oxygen cylinders and ventilators.

Medical Equipment Configuration (May include, subject to technical specifications):

Onboard stretcher (height-adjustable, lockable)

Scoop stretcher

Spinal board and head immobilizer

First aid kit (containing common emergency medicines and instruments)

Suction unit

Portable ventilator

Multi-parameter monitor (ECG, SpO2, blood pressure, temperature)

Defibrillator

Infusion pump/syringe pump

Oxygen cylinders (specifications and quantity according to standard configuration)

Exterior Markings: Body painting and reflective marking application according to the unified identification standards of Croatian emergency medical services.

Scope of Services and Delivery Requirements:

Delivery Location: Purchaser's headquarters (Santorijeva ul. 24B, Pula, Croatia), Delivery Duty Paid (DDP), meaning the seller bears all costs and risks of bringing the goods to the named place, including import clearance and payment of duties and taxes.

Delivery Time: All vehicles must be delivered within the contract period (expected start date: May 4, 2026, end date: July 31, 2026) after contract signing.

Training Services: The winning bidder must provide on-site training for the purchaser's medical staff and drivers on vehicle operation, use of medical equipment, and routine maintenance (specific duration and content as per tender documents).

Technical Documentation: Full set of technical documents must be provided with the vehicles upon delivery, including but not limited to: vehicle certificate of conformity, warranty manual, maintenance manual, medical equipment operation manuals, circuit diagrams, pneumatic diagrams, etc. (all must be in Croatian or accompanied by Croatian translation).

Warranty Service: Provide a minimum warranty of at least 2 years or 100,000 kilometers for the complete vehicle (whichever comes first). Warranty for medical equipment follows the manufacturer's standard but shall not be less than 1 year.

After-Sales Service:

Authorized Service Station: This is one of the quality criteria for bid evaluation. Bidders must designate an authorized service station responsible for vehicle maintenance and repair, and declare the distance between this station and the purchaser's headquarters (Pula).

Spare Parts Supply: Commit to ensuring the supply of original spare parts for at least 10 years after the warranty period.

Response Time: Provide remote or on-site technical support within specified timeframes for reported faults.

Bid Submission Method: Bids must be submitted for the entire procurement scope as a whole; partial bids are not allowed.

Estimated Contract Value: 405,000.00 EUR (excluding VAT)

Contract Duration:

Expected Start Date: May 4, 2026

Expected End Date: July 31, 2026

Renewal Option: Renewal is not allowed.

Strategic Procurement Objectives:

Environmental Objectives: Vehicles must meet the latest EU emission standards (e.g., Euro 6 or higher), and pollution prevention and climate change mitigation measures must be reflected in the technical specifications.

Social Objectives: Comply with the special social function requirements of emergency medical services, as reflected in the technical specifications.

Bidder Qualification Requirements:

Business Registration: Must be registered in the Croatian or home country business register (details in tender documents).

Past Performance: Must provide proof of at least one similar ambulance (Type C 4x4) supply contract in the past 3 years (details in tender documents).

Technical Capability: Must possess vehicle refurbishment capability or provide a cooperation agreement with an authorized refurbishment facility.

Financial Capability: Must provide audited financial statements or a bank creditworthiness certificate proving financial capacity to perform the contract.

Exclusion Grounds: Must not be involved in criminal organizations, corruption, fraud, terrorist offenses, money laundering, terrorist financing, child labor and human trafficking, failure to fulfill tax obligations, failure to fulfill social security contribution obligations, etc.

Important Note: Bidders must submit the 'Authorized Service Station Distance Declaration'; if not submitted or distance not filled in, it will be calculated as 150 km (score 0).

Bid Security:

Amount: 12,000.00 EUR

Form: Irrevocable, unconditional 'on-demand' bank guarantee (original), or cash deposit (with proof of payment).

Validity Period: At least 120 days (from the bid opening date).

Submission Method: The original paper guarantee (or proof of payment) must be placed in a sealed envelope and submitted separately (not mixed with electronic bid documents). The envelope must be marked: "Procurement Procedure: Ambulance Procurement; Registration No.: 2-VV/26; Separately Submitted Part; Do Not Open".

Applicable Situations: Bidder withdraws bid within validity period, fails to submit updated documents as required, refuses to correct arithmetic errors, refuses to sign contract, fails to submit performance guarantee.
