Project Description: The contract involves procurement of construction services for the electrical part of the technical building equipment (TGA) for the future Traffic Management and Tunnel Control Center (VMZ). The TGA is necessary to ensure the non-public utility connections for the VMZ area as well as to establish or install all other necessary electrical, communication, security, and information technology systems for operating the VMZ. Furthermore, the successful tenderer shall undertake maintenance work for the technical equipment, which will be covered by a maintenance contract with the VMZ operator for a period of five years, starting after the completion of the technical equipment, and shall also operate the technical equipment.

Scope of Works: Includes non-public utility connections (power supply, telecommunications), electrical equipment (power equipment), UPS equipment, data center busbar systems, low-voltage main distribution, reactive power compensation equipment, wiring systems (concrete embedding works), main cables, area distributors and jumper distributors, installation lines, installation equipment, bus systems, shading control, electric vehicle charging facilities, lighting, emergency lighting, equipotential bonding systems, external lightning protection systems, internal lightning protection systems, raised floor fire protection (only partial areas), conversion works, training, thermographic inspection, communication/security and information technology systems (telecommunication systems, door intercom systems, time recording systems, TV and radio reception systems, fire alarm systems, wiring and connection for smoke and heat exhaust systems, space monitoring systems/video systems, intrusion alarm systems, installation of field components for access control systems, wiring and connection for door systems, emergency call devices in accessible toilets, structured cabling, conversion works, training), other (conveyance systems, crane for on-site emergency generator, training), special purpose systems (fire extinguishing systems, fire extinguishing installations, training), other measures for technical equipment (construction power supply, construction lighting general, construction lighting emergency lighting, mobile fire alarm system, site facilities, scaffolding, demolition works, outdoor facilities and open areas, pipeline leveling).

Maintenance Services: Includes maintenance of the equipment through multiple maintenance contracts for a period of five years each, starting after equipment completion, with the operators (VM BW and VB BW).

Operation Services: The successful tenderer is required to operate the technical equipment.

Options: The maintenance contract can be automatically renewed annually, unless terminated by either party with three months' notice prior to the end of the contract.

Qualification Criterion - Fire Alarm System Certification: Proof of fire alarm system certification according to DIN 14675 for the tenderer or the member/subcontractor executing the fire alarm system part must be provided (scans acceptable, but originals may be requested).

Qualification Criterion - Reference Project Requirements: At least three reference projects must be submitted.

Requirements are as follows: a) Three reference projects concerning the delivery and installation of equipment types classified according to DIN 276 cost groups must be provided, completed no more than ten years ago. b) Each equipment type does not have to be included in every reference project, as long as each equipment type appears at least once across the three reference projects. c) At least one of the three reference projects must additionally include maintenance services for at least three of the equipment types listed below; for such maintenance services, reference projects for maintenance services that are not yet completed can also be recognized. d) Project references must relate to the following types of objects where the following equipment types were realized: Objects for the electrical part of technical building equipment, e.g., security and monitoring centers, administrative buildings, educational institutions, hospitals and care facilities, event venues, industrial buildings, shopping centers.

Qualification Criterion - Professional Liability Insurance Requirement: Proof of professional liability insurance and operational liability insurance with a coverage of EUR 2,000,000 per claim for personal, property, and financial loss respectively must be provided. A copy of a valid policy may be submitted, or a commitment to conclude insurance meeting the minimum coverage requirements upon contract award, along with a confirmation letter from the insurance company. Consortium members must provide proof individually.

Qualification Criterion - Annual Turnover Requirement: Minimum average annual turnover of EUR 4,000,000.00 for the last three financial years. The qualification declaration form must be completed.

Qualification Criterion - Professional Registration Requirement: Proof of registration in the relevant professional/trade register in the country of establishment must be provided. If there is no registration obligation, a declaration must be made. Consortium members must provide it individually. If relying on third-party capacities, that third party must also provide this declaration.

Qualification Criterion - Commercial Registration Requirement: Proof of registration in the commercial/company register in the country of establishment must be provided. If there is no registration obligation, a declaration must be made. Consortium members must provide it individually. If relying on third-party capacities, that third party must also provide this declaration.

Contract Execution Conditions: 1. Compliance with tariff loyalty and minimum wage obligations as per the Baden-Württemberg Public Contracts Tariff and Minimum Wage Act is mandatory. 2. As parts of the project are funded by federal funds, the contractor must issue two invoices per invoice amount. 3. If data protection requirements exist, the contracting parties must conclude an order data processing contract. 4. The operator after equipment completion may be the Ministry of Transport Baden-Württemberg or the State Asset and Construction Company.

The successful tenderer is obligated to conclude the maintenance contracts (based on the AMEV sample) included in the tender documents with the operator and to declare its readiness to conclude these contracts.
