II. Technical Requirements

Technical Specifications: The equipment must be brand new, production year not earlier than 2026; must be from serial production, not a prototype.

Technical Parameters: Annual processing capacity of at least 1,400 metric tons of waste and 3,620 metric tons of compost.

Installation Requirements: Provide a schematic diagram of the equipment connection method, to be submitted within 5 working days after contract signing; connect the equipment to the designated power supply, complying with regulations and safety requirements; ensure access around the equipment.

Training Service Requirements: Train at least 5 employees in equipment operation and maintenance.

Warranty Period: Minimum warranty conditions are detailed in Appendix 4 of the tender documents.

VII. Bid Evaluation Rules

Evaluation Method: Comprehensive scoring method, first evaluating the price, then conducting post-qualification (reverse procedure).

Price Score: 70%, calculated according to the formula (Lowest bid price / Evaluated bid price × 100 × 70%).

Quality Score: Delivery period accounts for 10%, warranty period length accounts for 20%.

Delivery Period Scoring Criteria: 10 points for 90 days, 5 points for 91-120 days, 0 points for 121-150 days.

Warranty Period Length Scoring Criteria: 0 points for 24 months or 1,500 operating hours, 10 points for 30 months or 1,875 operating hours, 20 points for 36 months or 2,250 operating hours.
