Description

Tender Type: Global Open Tender

Procurement Method: E-Procurement, only online bids accepted, manual bids not accepted

Procurement Subject: Dual-Ion Beam Sputtering Coating System, including in-situ optical thickness monitoring and other accessories

Procurement Quantity: 1 set

Core Configuration Requirements: The equipment must be a high-vacuum coating device, equipped with two ion sources, capable of depositing over 100 multilayer films, and supporting simultaneous film thickness control via a quartz crystal microbalance and an optical monitoring system.

Key Technical Parameters: The coating chamber shall be a stainless steel box structure with minimum internal dimensions of 1200mm×1000mm×1500mm and a front-and-back double-door design; the vacuum system must reach ≤8E-6 mbar within 60 minutes and ≤8E-7 mbar within 24 hours; substrate handling capacity for maximum dimensions of 400mm, thickness above 0.5mm; deposition rate greater than 0.2nm/s (for SiO2 and Ta2O5); refractive index uniformity better than ±0.05%; batch-to-batch repeatability better than ±0.25%.

Bid Security: No security deposit required (NIL), but a "Bid Security Undertaking" must be submitted (see Annexure IX) in lieu of the deposit.

Performance Guarantee: 5% of the contract value (as per the Ministry of Finance, India, Memorandum No. F.1/2/2023-PPD dated 3rd April 2023).

Warranty Period: 3 years

Delivery Period: 6 months

Prequalification Requirements: Bidders must be manufacturers or authorized dealers and must provide a Manufacturer's Authorization Letter; the manufacturer must commit to providing technical update support and warranty services; the manufacturer must be an internationally renowned brand; the bidder or manufacturer must have experience in the successful installation of at least 5 Dual-Ion Beam Sputtering Systems and provide supporting documents; the supplier must have a service team in India capable of sending personnel to IIT Delhi within 24 hours in case of emergencies.

Special Bidding Requirement: A successfully coated sample must be submitted before the bid submission deadline, sent via registered post to the IIT Delhi Purchase Office (Addressee: Deputy Registrar, Stores and Purchase section, IIT Delhi, Delhi-110016), indicating the Tender Reference Number; the sample must achieve a reflectance of 99.998% at 1064nm wavelength and be verified by Cavity Ring-Down Spectroscopy (CRDS) and Ellipsometry.

Pre-Delivery Support: The successful bidder must provide two free coating services (including annealing) on their own equipment for samples provided by IIT Delhi after the award, and complete CRDS measurements.

Acceptance Tests: Including Factory Acceptance Test (FAT) and Site Acceptance Test (SAT), must meet multiple technical indicators such as vacuum level, deposition rate, film thickness uniformity, stress level, and roughness variation.

Training Requirements: The supplier must provide no less than 6 days of operation and maintenance training at IIT Delhi, divided into two phases: basic operation training and process optimization training.

Application and After-Sales Support: For three years after equipment installation, the supplier must provide continuous application technical support, answering scientific questions and assisting with process optimization.

Optional Accessories List: Power backup system (supporting 2 hours of continuous operation), chiller unit, sputtering targets (2 pieces of Ta2O5, purity 99.99%; 4 pieces of SiO2, purity 99.999%), substrate holder plates (10 pieces), three-year Annual Maintenance Contract (AMC).

Quotation and Currency: Multiple currency quotations are allowed; imported equipment should be quoted on FOB/FCA basis at the origin airport; IIT Delhi will handle import customs clearance procedures.

Price Evaluation Rules: L1 bidder selection is based on the main equipment price and three-year AMC cost; optional accessories are not included in the L1 evaluation; imported quotations are evaluated based on FOB/FCA price and converted to Indian Rupees at the selling exchange rate of the Reserve Bank of India / State Bank of India on the date of bid opening.

Payment Terms: Imported equipment payment via irrevocable Letter of Credit, 80% against documents, 20% after successful installation and commissioning; 100% payment for domestic Indian suppliers after delivery, installation, commissioning, and successful acceptance.

Dispute Resolution: Disputes with domestic suppliers to be resolved in New Delhi as per the Arbitration and Conciliation Act, 1996 of India; foreign suppliers may choose UNCITRAL Arbitration Rules.

Governing Law: Contract interpretation shall be governed by Indian law, with jurisdiction in New Delhi, India.
