I. Basic Information

Project Name: Expansion of the waste sorting plant at ul. Zabraniecka 2 in Warsaw, aiming to increase the capacity of the existing technological line to 60,000 tons/year.

Procurement Method: Open Tender.

Project Description: Expansion of the waste sorting technological line to increase capacity from 30,000 tons/year to 60,000 tons/year. The sorting line is located within the Warsaw Energy Plant.

Project Scope: Includes the comprehensive execution of all necessary works to achieve the capacity increase and ensure the completeness and operability of the installation, specifically including: 1. Expansion of the technological line; 2. Expansion of the power supply system; 3. Expansion of the control and automation system; 4. Expansion of telecommunications installation; 5. Expansion of the compressed air room; 6. Expansion of the fire protection system; 7. Expansion of the dust extraction installation; Additionally, 8. Supply, installation, and commissioning of 13 buffer containers; 9. Supply, installation, and commissioning of belt weighers for weighing waste and related conveyors; 10. Supply of mobile equipment for installation operations.

II. Technical Requirements

Technical Specifications: Must comply with the requirements described in the tender documents. If a tenderer proposes an equivalent solution, they must provide evidence proving that the supplied goods meet the requirements in the tender documents to an equivalent degree.

Installation Requirements: Includes supply, installation, and commissioning.

Commissioning Requirements: Requires commissioning and start-up.

Safety Standards: Includes expansion of the fire protection system.

III. Implementation Conditions

Contract Duration: 14 months.

Implementation Period: 14 months.

IV. Tenderer Requirements

Tender Language: Polish.

Tender Submission Method: Electronic submission.

Minimum Turnover Requirement: Average annual net turnover for the last three financial years not less than PLN 20,000,000 net; or not less than this amount for the period of operation if operating for a shorter time.

Financial Capacity Requirement: Possess or have access to financial resources or credit facilities of at least PLN 10,000,000 net.

Similar Project Experience Requirement: Within the last 10 years, completion of at least 2 contracts for the supply of fully functional municipal waste sorting installations for selectively collected municipal waste, with a capacity not less than 5.0 tons/hour, each installation equipped with at least: 4 optical sorting machines, 2 ferrous metal sorting machines and 1 non-ferrous metal sorting machine, 1 ballistic separator, 1 drum screen. Each contract must also include the execution of detailed technical design.

Project Manager Qualifications: Required personnel: 1. Contractor's Representative: Higher technical education, within the last 12 years served as contractor's representative, construction manager, contract manager, or similar function, managing at least 2 contracts involving supply and installation of waste sorting installations or related construction works, each contract valued at least PLN 19,000,000 net, with a management period of at least 6 consecutive months per contract; 2. Installation Commissioning Manager: Higher technical education, within the last 12 years served as installation commissioning manager and participated in operational tests for at least 2 contracts involving supply of waste sorting installations meeting specific requirements, with a service period of at least 5 months per contract; 3. Sorting Technology Designer: Higher technical education, 10 years of experience in designing waste sorting installations, participation in the design of at least two waste sorting installations meeting specific requirements within the last 10 years; 4. BIM Manager: Higher technical education, within the last 10 years led a design team to complete a project using BIM technology and served as coordinator of the BIM design process.

Technical Team Size Requirement: At least 4 people, specific positions as above.

Consortium Bidding Requirement: Consortium bidding is allowed, but the similar project experience requirement must be fully met by one of the tenderers, resources cannot be combined.

Evaluation Criteria: Price and quality.

Price Score: Accounts for 80%.

Technical Score: Installation time accounts for 20%.

Scoring Weight Ratio: Price 80%, installation time 20%.
