II. Technical Requirements

Technical Specification: The solution must provide EDR functionality, advanced AV components, zero-day threat protection, hard drive encryption, real-time threat detection, sandbox analysis.

Technical Standard: The software must be provided through the manufacturer's official/authorized sales channel in the Polish market.

Technical Parameters: Solutions with equivalent functionality, effectiveness, and security level are permitted.

Warranty Period: 60 months.

Technical Documentation Submission Requirements: If providing an equivalent product, documents such as technical cards, feature cards, certificates, etc., must be submitted to prove compliance with equivalence conditions.

IV. Implementation Conditions

Implementation Period: To be completed within 3 months of contract signing, but no later than August 6, 2026.

VI. Bidding Requirements

Bid Language: Polish.

Bid Submission Method: Electronic submission, requires a qualified electronic signature.

Enterprise Qualification Requirements: Within the past 3 years, have completed at least 2 deliveries of cloud-based antivirus systems (protecting at least 200 devices) and at least 2 deliveries of cloud-based XDR software (protecting at least 200 devices); or have completed the delivery of an integrated solution containing both antivirus and XDR functions (for at least 200 devices).

Project Manager Qualifications: At least 2 persons with experience in implementing cloud-based antivirus system solutions (for at least 200 devices), at least 2 persons with experience in implementing cloud-based XDR system solutions (for at least 200 devices); the same personnel with integrated solution experience can fulfill both requirements simultaneously.

Consortium Bidding Requirements: Consortium bids are allowed; a joint declaration and authorization documents must be submitted.

Exclusion Criteria: Must submit a certificate of no criminal record, a declaration of no grounds for exclusion, a declaration of no violations of tax and social insurance obligations, a declaration of no involvement in sanctions-related exclusions concerning Russia, etc.

VII. Bid Evaluation Rules

Evaluation Method: Comprehensive scoring method.

Price Score: Weight 60.00.

Technical Score: Multi-factor authentication module and implementation weight 15.00; Microsoft 365 application protection module and implementation weight 15.00; vulnerability management module and implementation weight 10.00.

Evaluation Criteria: Based on scores for price and quality modules.

VIII. Timeline
