Description

Project Background and Scope: This Statement of Work defines the "Phase 2" work of a large multi-phase program aimed at establishing an operational data center. This work is dependent on the completion of "Phase 1" (foundational building construction) and is a direct prerequisite for "Phase 3" (telecommunications cabling installation). The contractor shall perform equipment installation for a future facility to be certified as a "Sensitive Compartmented Information Facility". All permanently installed electronic equipment must comply with relevant standards.

Main Material Specifications and Project Content:

Cabinets/Racks: Procure and install a total of 38 cabinets. Specifications require 45U, depth 48 inches (including doors), height not exceeding 85 inches. Approximately 32 cabinets shall be 28 inches wide (for servers), and approximately 6 cabinets shall be 32 inches wide (for network switches/telecommunications cabling). All cabinets must include side panels, front air dams, brush-style cable entry ports, a full set of blanking panels, standard key-operated swing handles/locks, leveling feet, and casters. Cabinet doors must feature industry-standard handle cutouts and mounting points to allow for future on-site upgrade to electronic RFID locking handles. Server cabinets must have a minimum load capacity of 3,000 pounds.

Cold Aisle Containment System: Install cold aisle doors, ceilings, and partitions for two designated cabinet groups (one group of 28 cabinets and one group of 14 cabinets) to form fully enclosed cold aisles. Sliding double doors shall be installed at both ends of each cabinet group, requiring a total of 4 door sets. The entire system must achieve strict airflow management with no significant gaps; all penetrations must be sealed.

Power Distribution Units (PDUs): Procure and install a total of 76 PDUs, 2 per cabinet. PDUs must be metered, equipped with L6-30P plugs, 30 Amp, 208/240V single-phase (approximately 5.0kW power), and feature UL 489 certified circuit breakers. Each PDU must provide at least 20 C13 outlets and 4 C19 outlets, and include a local LCD screen displaying real-time current consumption.

Environmental Monitoring System (Optional Item): Provide and install a complete monitoring system, including a central server/device and a set of sensors (6 temperature/humidity sensors, 8 leak detection sensors, 6 airflow sensors, 2 smoke detectors, 4 door contact sensors). The system must be listed on the Air Force Approved Products List (APL), possess a current or pending "Authority to Connect" for the NIPRNET network, support remote access via HTTPS and Active Directory/LDAP authentication, and provide a permanent software license.

Grounding and Bonding: All cabinets and metal components must be grounded and bonded in accordance with TIA-607-C standard.

Deliverables and Scope of Services:

Design and Engineering: Responsible for the engineering design of the data center solution, including submission of a detailed project schedule, technical data package for government approval, and development of a test and acceptance plan.

Procurement and Logistics: Responsible for the procurement, transportation, and on-site storage of all equipment and materials. The government may provide a secure on-site storage area.

Installation and Integration: Responsible for the installation, configuration, and commissioning of all equipment, including the physical installation of cabinets, containment systems, PDUs, as well as the configuration and integration of the environmental monitoring system.

Testing and Acceptance: Conduct system testing to ensure functional requirements are met, and complete final site cleanup and final acceptance.

Training and Documentation: Provide up to 8 government personnel with 4 hours of training, and provide "as-built" drawings, product manuals, warranty information, and all SCIF and NIPRNET compliance documentation.

Spare Parts and Warranty: Provide a spare parts kit (2 additional PDUs, 1 of each type of environmental sensor), and provide a minimum one-year warranty on installation labor, while also completing registration for all manufacturer warranties on behalf of the government.

Small Business Subcontracting Limitation: For service contracts, the amount paid by the prime contractor to subcontractors that are not similarly situated entities shall not exceed 50% of the total contract amount.

Applicable Wage Determination: This procurement is subject to the Service Contract Act wage determination (Number: 2015-5341, Revision: 31), applicable to Butler, Harvey, Sedgwick, and Sumner counties in Kansas. Wages and fringe benefits for employees performing information technology, electrical, HVAC, general maintenance, and other trades must comply with this determination. Furthermore, the contract is subject to relevant regulations concerning paid sick leave (Executive Order 13706) and minimum wage (Executive Order 13658, if applicable).

Funding Status: Funds are not currently available. The contract will be awarded upon availability of funds.
