China's Guangdong Xinfeng Pumped Storage Power Station Project Approved, Set to Enter Construction Phase

Wedoany.com Report on Mar 19th, Recently, the Guangdong Provincial Development and Reform Commission officially approved the Guangdong Xinfeng Pumped Storage Power Station project, marking its entry into the substantive construction phase. The station is located at the junction of Meikeng Town and Shatian Town in Xinfeng County, Shaoguan City. It has been included in the national "Medium and Long-term Development Plan for Pumped Storage (2021-2035)" and is also part of the optimization and adjustment of Guangdong Province's pumped storage project layout for 2024-2028.

The project has a total installed capacity of 1,200 megawatts and will install four 300-megawatt reversible hydro-turbine generator units. Key construction includes the upper reservoir, lower reservoir, water conveyance system, underground powerhouse, and other pivotal structures. The project is scheduled to commence construction in 2026. Once completed, it will be capable of operating at full capacity continuously for 15 hours, undertaking critical functions such as grid peak shaving, valley filling, energy storage, frequency regulation, phase modulation, and emergency backup. According to an announcement from Southern Power Grid Energy Storage, the project's total dynamic investment is approximately 7.379 billion yuan and is expected to be fully completed and operational in the early period of the "16th Five-Year Plan".In June 2023, the feasibility study stage's 'Three Major Special Reports' for the Xinfeng Pumped Storage Power Station (Special Report on Comparative Selection of Layout Schemes for Key Structures, Special Report on Selection of Normal Pool Level, Special Report on Overall Construction Layout Planning) passed review.

As a large-scale green "power bank," the project's construction will effectively promote the absorption of new energy sources like wind and solar power in northern Guangdong, further optimize the regional energy structure, and enhance grid regulation capabilities. Located near the Western Guangdong nuclear power base and wind power-rich areas, the completed project will facilitate the integration of nuclear and wind power and help mitigate grid impacts in case of failures in long-distance power transmission from the west. This is of significant importance for achieving the "dual carbon" goals, building a new type of power system, and enhancing the security, reliability, and operational economy of the power grid in the Guangdong-Hong Kong-Macao Greater Bay Area.

In May 2022, commissioned by Southern Power Grid Energy Storage Co., Ltd., Guangdong Provincial Water Resources and Hydropower Planning, Survey and Design Institute Co., Ltd. and China Energy Engineering Group Guangdong Electric Power Design Institute Co., Ltd. formed a consortium to jointly undertake the survey and design work for the Xinfeng Pumped Storage Power Station project. Since the project's initiation, the team has completed the preparation of the project pre-feasibility study report, the three major special reports, the seismic design special report, the feasibility study design report, and other documents, laying a solid technical foundation for the project's approval.
