He began his career in 1994 and has served as Director of the Business Department, Assistant to the President and concurrently Director of the Business Department, and Vice President and concurrently Chief Engineer of Chongqing Iron and Steel Design and Research Institute; Chairman and Party Secretary of CISDI Engineering Co., Ltd.; Member of the Standing Committee of the Party Committee of China Metallurgical Group Corporation, concurrently Member of the Standing Committee of the Party Committee and Vice President of Metallurgical Corporation of China Ltd.; and Party Secretary, Chairman, and Legal Representative of CISDI Group Co., Ltd. Xiao Xuewen is a senior technical expert in the national metallurgical construction industry and a chief technical expert of China Minmetals Corporation. He has received honors such as National Model Worker and Chongqing Model Worker. He has served as a member of the Standing Committee of the Third, Fourth, and Fifth Chongqing Municipal Committees of the Chinese People's Political Consultative Conference (CPPCC), and holds positions as Vice President of the China Metallurgical Construction Association, Chairman of the Chongqing Metals Society, and Doctoral Supervisor at the University of Science and Technology Beijing.

China Minmetals National Innovation Center Technology (Hunan) Co., Ltd. was established on February 27, 2025, with a registered capital of 500 million RMB, wholly owned by China Minmetals Corporation. On January 31, 2026, the company was officially inaugurated as the operating entity of the National Technological Innovation Center for Efficient Development of Strategic Rare Metal Mineral Resources.
