The project starts at Longma Township, Hongtong County, Linfen City, Shanxi Province, China, connecting to the Longma Hub at the intersection of G5 Beijing-Kunming Expressway and S2202 Linfen Ring Expressway, and ends at Loudi Village, Sanduo Township, Daning County, with a mainline length of 80.802 kilometers. The road adopts a two-way four-lane expressway standard, with a design speed of 100 km/h and a subgrade width of 26 meters.

The project also includes a new 2.236-kilometer Puxian connecting line, which adopts a secondary highway standard, with a design speed of 60 km/h and a subgrade width of 10 meters. The vehicle load grade for the entire line adopts Highway-Class I, and all other technical indicators comply with the relevant provisions of the "Technical Standard of Highway Engineering" (JTGB01—2014).

The entire line includes 79 bridges, including 62 large bridges and 17 medium bridges; 9 tunnels, including 1 extra-long tunnel, 2 long tunnels, 4 medium tunnels, and 2 short tunnels; 6 interchange overpasses, 1 separated overpass, 14 overpass bridges, and 54 underpasses; 4 ramp toll stations, 2 service areas, 1 monitoring management sub-center, 1 maintenance work area, 1 tunnel management station, 1 law enforcement center, and 1 traffic police facility.

The planned construction period for the project's design and construction general contracting is 48 months, including a 6-month construction drawing survey and design period and a 42-month construction period. The defect liability period is 24 months from the actual completion date.

The bid winner is the consortium leader Hunan Road and Bridge Construction Group Co., Ltd., with consortium members including Shanxi Provincial Transportation Planning Survey and Design Institute Co., Ltd., Qinghai Provincial Transportation Planning and Design Research Institute Co., Ltd., Shanxi Mechanization Construction Group Co., Ltd., Shaanxi Construction Engineering Machinery Construction Group Co., Ltd., and Shanxi Construction Investment Transportation Construction Co., Ltd.
