Driven by "AI + Manufacturing," the plan outlines ten major actions for new industrialization, with the goal of basically establishing a modern industrial system with distinctive riverine and coastal characteristics by the end of the 15th Five-Year Plan period.
The plan sets development targets for 2026: striving for a year-on-year increase of approximately 7.5% in the added value of industries above a designated size, a year-on-year growth of about 6% in industrial invoiced sales, and a year-on-year rise of roughly 3% in industrial investment. In terms of enterprise cultivation, it plans to add 200 new specialized and new "little giant" enterprises at the provincial level, cultivate 3 unicorn enterprises, and 50 gazelle enterprises. For industry-innovation integration, the output value of high-tech industries is targeted to account for 50.5% of the total output value of industries above a designated size, and R&D investment across society is expected to exceed 3.1% of GDP. Regarding digital intelligence levels, the goal is to achieve an integration of informatization and industrialization development level exceeding 73, cultivate over 150 advanced-level and above smart factories, and add 10 new national-level 5G factories.
In terms of green and low-carbon transformation, the plan focuses on six traditional industries: light industry, textiles, metallurgy, chemicals, building materials, and machinery. It plans to implement over 50 green and low-carbon transformation projects in 2026 and establish more than 30 green manufacturing benchmarks, including green, zero-carbon (near-zero carbon) factories. Concurrently, it will promote pilot projects for zero-carbon (low-carbon) industrial parks, explore the establishment of a carbon footprint monitoring and evaluation system for parks, and drive the overall optimization of carbon emission reduction among enterprises within the parks. Additionally, the plan requires accelerating the renewal and upgrade of outdated equipment and the optimization of process flows in traditional industries, intensifying energy conservation supervision and diagnostic efforts, deeply exploring the potential for energy-saving transformation in key industries, steadily reducing industrial energy consumption, and enhancing the recycling of water resources as well as the resource utilization and safe disposal of industrial solid waste and hazardous waste.
The plan also makes specific arrangements for areas such as empowering manufacturing with artificial intelligence, enterprise capital increase and production expansion, strengthening characteristic and advantageous industries, tackling technical bottlenecks, cultivating future industries, building robust industrial clusters and chains, improving brand quality, promoting cross-river and maritime collaboration, and optimizing services for enterprises. According to the plan, by 2026, 50 typical AI application cases will be developed, over 200 small and medium-sized enterprises will complete digital transformation, 300 projects with investments exceeding 100 million yuan for capital increase and production expansion and 1,000 industrial technological transformation projects with investments exceeding 10 million yuan will be implemented, 3 new provincial-level or above characteristic industrial clusters for small and medium-sized enterprises will be added, and more than 2,200 new science and innovation projects will be attracted.
