en.Wedoany.com Reported - The Ministry of Industry and Information Technology recently issued the "Implementation Opinions on Promoting the High-Quality Development of the Industrial Internet" (hereinafter referred to as the "Implementation Opinions"), which was interpreted by Yu Xiaohui, President of the China Academy of Information and Communications Technology. The document marks a new stage in China's industrial internet development, aiming to seize the opportunities presented by artificial intelligence to unleash the multiplier effect of the industrial internet on a broader scale, at a deeper level, and to a higher standard, thereby supporting the new type of industrialization and the construction of a modern industrial system.
Yu Xiaohui noted that after years of development, China's industrial internet has achieved system construction from scratch and scale expansion from small to large, ranking among the top tier globally in systematic development. Currently, the industrial internet is transitioning from the interconnection era to the intelligent era, with new changes emerging on both the supply and demand sides. On the supply side, networks need to simultaneously carry computing and control functions, while platforms need to integrate new capabilities such as model fine-tuning and intelligent agent development. On the demand side, manufacturing enterprises' demands are shifting from "usable" to "deeply utilized," requiring the industrial internet to penetrate core control links. Meanwhile, small and medium-sized enterprises have a strong demand for low-cost, affordable intelligent tools. In terms of security, the full-network connectivity of devices and the risk of model hallucinations impose new rigid constraints on protection capabilities.
The "Implementation Opinions" state that the industrial internet, as a key foundation for the deep integration of the real economy and the digital economy, is increasingly prominent in its strategic position. The document emphasizes the need to be rooted in industry, oriented towards industry, and serving industry, promoting network interconnection, data interoperability, and resource sharing. In terms of technological integration, Yu Xiaohui believes that the integration of the industrial internet and artificial intelligence is a process of bidirectional empowerment and spiral evolution. The massive data connected by the industrial internet carries the operational laws of the physical world, which is expected to support reasoning and decision-making for complex physical systems and give rise to "intelligent emergence" rooted in physical laws.
In terms of key task deployment, the "Implementation Opinions" provides detailed planning around five major functional systems, technological and industrial supply, and integrated application forms. In networking, the document proposes building an integrated network-computing-control infrastructure, creating an upgraded version of the "5G + Industrial Internet" 512 project, and explicitly aims to build 50,000 industrial 5G private networks by 2030. In identification, it promotes the transition of identifiers into connection points for intelligent resources and expands identification objects through the "through-connection" initiative. In platforms, it plans to cultivate around five industrial internet platforms with comprehensive influence by 2030 and develop new business forms such as "platform + large models." In data, it proposes building a master data standard library and high-quality datasets for industrial product manufacturing processes, promoting the explicit and model-based representation of industrial knowledge. In security, it clearly establishes a classified and graded management system and promotes the upgrade of protection technologies to proactive intelligent perception.
In terms of technology and industry, the "Implementation Opinions" requires efforts in three areas: shoring up weaknesses, strengthening strengths, and fostering innovation. For shoring up weaknesses, it implements the industrial internet innovation and development project to promote the cloud-based and intelligent upgrade of industrial software. For strengthening strengths, it leverages the scale advantages of 5G and industrial internet applications to promote the development of international standards. For fostering innovation, it conducts training of large models for the industrial sector and small models for specific scenarios, develops model interconnection interfaces, and opens up channels for model interoperability and feedback. In integrated applications, the document deploys the "chain-network synergy" project, leveraging the dual leadership role of chain-leading enterprises and user enterprises, while also establishing pilot cities for "5G + Industrial Internet" integrated applications, forming a collaborative pattern of chain-driven and area-wide coverage.
The "Implementation Opinions" also makes arrangements in terms of ecosystem and factor guarantees. Domestically, it supports the formation of innovation consortia and promotes the high-quality development of the Industrial Internet Industry Alliance. Internationally, it advances open cooperation to gather resources globally. In terms of safeguard measures, the document improves the system from three aspects: organization, finance, and talent, including leveraging the coordinating role of the Industrial Internet Special Working Group under the National Manufacturing Power Construction Leading Group, broadening financing channels, and optimizing the layout of university disciplines.
Yu Xiaohui stated that the "Implementation Opinions" anchors the direction for the high-quality development of the industrial internet over the next decade, with the goal of fully forming support capabilities for the new type of industrialization. By then, the industrial internet will have established a complete infrastructure system and an internationally advanced technology and industrial system, deeply integrated with artificial intelligence, fully covering all industries in the national economy, and driving intelligent decision-making throughout the entire production process. However, this process is gradual and requires multiple stages, including integration, capability embedding, and system restructuring. Ultimately, the industrial internet will promote higher-level collaboration in R&D, production, supply, sales, and services, more efficient allocation of factor resources, and higher-quality circulation of the industrial economy, providing strong support for cultivating new quality productive forces.
