The system spans 378 kilometers with a minimum ring network capacity of 14 Tbps, featuring two landing points: Camuri and Willemstad (Curaçao), with Camuri located approximately 50 kilometers from Caracas, Venezuela.

Fénix will be integrated into Liberty Networks' regional submarine cable ecosystem in Latin America and the Caribbean, directly connecting to the IP hub in Curaçao and interconnecting with CANTV's Festoon submarine cable to reduce latency for Venezuelan users accessing mainstream digital content and improve the quality of the connection experience.

The Curaçao hub connects to the regional network through Liberty Networks' Arcos, EC-Link, Jerry Newton, and PCCS submarine cable systems, offering route diversity, high availability, and connection resilience. The integrated content also includes IP transit capabilities provided from Curaçao, extending to the NAP of the Americas in Miami—one of the world's most critical traffic exchange points—as well as the connectivity, interconnection, and transmission components required to ensure network operations and the delivery of related services.

The launch of Fénix positions Liberty Networks and CANTV more strongly in Venezuela's international connectivity market. The project incorporates the two ARCOS-1 systems on the east and west routes of the Punto Fijo landing station, as well as the border interconnection points with Colombia at Cúcuta and Maicao, the latter leading to the Cartagena landing station, where Liberty Networks operates three submarine cables.

For Venezuela, the key changes brought by Fénix include: capacity of up to 14 Tbps per direction; latency to Curaçao of less than 4 milliseconds; deployment of next-generation SLTE equipment supporting flexible spectrum loading and 100G and 400G interfaces; and the addition of a new diversified interconnection point for the capital region.

Ray Collins, Senior Vice President of Infrastructure and Corporate Strategy at Liberty Latin America and CEO of Liberty Networks, stated that this integration enables the two companies to provide robust and diversified connectivity, reaffirming their long-term commitment to the Venezuelan market and fulfilling their role as a regional connectivity facilitator. Colmenares M., Vice President of Technology and Infrastructure at CANTV, stated that this initiative marks progress in Venezuela's telecommunications infrastructure, providing a new interconnection point for the capital, which concentrates over 40% of international traffic.
