Singapore Details S$37 Billion RIE2030 Plan: Quantum Computing Moves Toward Industry

en.Wedoany.com Reported - On August 31, Singapore's National Research Foundation released updates on RIE2025 progress and arrangements for RIE2030, further clarifying the direction of quantum technology R&D and industrial translation from 2026 to 2030. The Singapore government has allocated S$37 billion in funding for the five-year RIE2030 plan, to be implemented from April 2026, with quantum technology incorporated into the "Smart Nation and Digital Economy" priority domain. The plan covers fundamental research, quantum engineering, quantum sensing, quantum communication, quantum computing, as well as research talent and infrastructure development. The S$37 billion represents the overall RIE2030 budget; the government has yet to announce a separate budget figure for the quantum sector.
Existing national quantum programs already span multiple stages from device development to computing and communication, including the National Quantum Computing Centre, the National Quantum Fabless Foundry, the National Quantum Safe Network, the National Quantum Processor Initiative, and the National Quantum Sensor Initiative. Data released by the Singapore government in April this year also shows that quantum research under the RIE2025 framework has received a cumulative S$295 million in funding; when the National Quantum Strategy was launched in 2024, the government had committed close to S$300 million over the following five years.
This research ecosystem is now being further integrated with local quantum computing infrastructure. Quantinuum established an R&D and operations center in Singapore on March 11 and plans to deploy its Helios quantum computing system within 2026. According to the collaboration arrangement announced by Singapore's Ministry of Digital Development and Information, Singapore will become the first country outside the United States to host a locally deployed Helios system. The system is planned to be opened to research institutions and enterprises, supporting research in financial modeling, computational biology, advanced materials, and chemistry. Quantinuum had previously established collaboration with Singapore's National Quantum Office, with the National Quantum Computing Centre participating in hardware, software, talent, and industry application development.
Quantum computing is also beginning to enter specific business testing. In July, United Overseas Bank launched a research initiative with the Centre for Quantum Technologies at the National University of Singapore on financial derivatives valuation, with the first phase targeting path-dependent financial products to test quantum computing methods' ability to handle large-scale market scenarios. The project is executed by researchers at the Centre for Quantum Technologies and supported by the National Quantum Computing Centre, and is currently still in the stage of algorithm research and validation against real financial scenarios.
In August, the Singapore Institute of Technology and IBM announced plans for a Quantum-Safe Centre, aiming to establish the center by the end of 2026 to conduct enterprise cryptographic asset risk assessments, quantum-safe technology testing, and migration solution development. The digital trust and security programs under RIE2030 also include quantum-safe solutions within their scope of support, advancing in tandem with quantum communication, quantum computing, and processor development projects.
