Russia's Vostok Oil Launches Commercial Exports, Plans to Ramp Up to 600,000 bpd in H2 2027

Since September, the project has been loading crude oil through the newly built Bukhta Sever port on the Taymyr Peninsula, with the first cargoes shipped out by ice-class tankers. On September 6, Rosneft officially launched the Vostok Oil project, with the Arc6 ice-class tanker "Valentin Pikul" loading the first batch of crude oil.

During September, the Bukhta Sever port loaded approximately 250,000 tonnes of crude oil via 3 tankers. Among them, "Valentin Pikul" and "Akademik Gubkin" transported crude oil to Murmansk for ship-to-ship transfer, while "Vladimir Monomakh" sailed to Asia via the Northern Sea Route, and another tanker was waiting to load. Industry sources expect Vostok Oil's exports to average about 150,000 bpd this year, with current supply mainly coming from Rosneft's existing Vankor oilfield cluster.

The core facilities of the Vostok Oil export system include the Vankor—Payakha—Bukhta Sever trunk pipeline. Rosneft disclosed that the pipeline has a total length of 790 kilometers and a designed throughput capacity of 100 million tonnes per year, of which 414 kilometers are laid in dual lines, along with the construction of approximately 6 kilometers of subsea crossing beneath the Yenisei River. The Bukhta Sever port currently has 1 crude oil loading berth, 2 cargo berths, and 1 port fleet berth, with 14 storage tanks of 30,000 tonnes each already in operation, and a full plan for 102 tanks.

Rosneft plans to increase Vostok Oil's export scale to approximately 600,000 bpd in the second half of 2027 as the development of new northern oilfields such as Payakha advances, and to reach approximately 1 million bpd by 2030. The company's official targets disclosed in tonnage terms are to supply 30 million tonnes of crude oil to the market in the second half of 2027 and reach 50 million tonnes by 2030; if market demand and economic conditions permit, subsequent annual supply capacity can be further increased to 100 million tonnes.

Vostok Oil is currently still advancing upstream oilfield construction in parallel. Rosneft's first-half 2026 performance materials show that the Payakha and Ichemminskoye oilfields continued exploration and pilot development, with more than 44,000 meters of development drilling completed and 10 development wells drilled in the first half, among which one well at Payakha achieved a natural flow test rate of 130 tonnes per day. In late July, the project's trunk pipeline began phased oil injection.

The project's supporting energy system is planned to build up to 3.5 GW of power generation capacity, including 15 regional energy units, 16 power stations, and approximately 9,000 kilometers of transmission lines; among them, a 50 MW wind power project is under construction and is planned for subsequent expansion to 200 MW. Rosneft disclosed that the Vostok Oil project site currently has more than 50,000 personnel and more than 16,200 pieces of equipment deployed, with cumulative investment reaching 4 trillion rubles.
