Cape Verde Plans to Build Lisbon–São Paulo Digital Communications Corridor

en.Wedoany.com Reported - On September 29, Cape Verde Telecom and the internet exchange operator DE-CIX signed a letter of intent to establish a South Atlantic interconnection corridor connecting Lisbon, Portugal, and São Paulo, Brazil. The cooperation will link the two parties' existing communications infrastructure and internet exchange resources, providing a new transatlantic transmission path for data traffic between Southern Europe, West Africa, and Latin America.

Under the cooperation framework, Cape Verde Telecom will provide dedicated transmission capacity between Lisbon and São Paulo, while DE-CIX will open its internet exchange and interconnection services at nodes including Frankfurt, Madrid, Marseille, New York, and São Paulo to Cape Verde Telecom. The two parties will subsequently determine transmission capacity configuration, technical implementation plans, service scope, and commercial terms.

Cape Verde Telecom's existing international communications resources include submarine cable systems such as EllaLink, SHARE, and WACS, and it operates carrier-neutral data centers. Among these, the EllaLink backbone system directly connects Sines, Portugal, and Brazil, forming a South Atlantic fiber optic channel between Europe and South America; Cape Verde Telecom's network resources can further interconnect with DE-CIX's internet exchange nodes in Europe and the Americas.

DE-CIX already operates internet exchange nodes in São Paulo and Rio de Janeiro, and connects Brazilian networks with nodes in New York, Lisbon, Madrid, and Frankfurt. Its Southern European interconnection system also covers Lisbon, Madrid, Barcelona, Marseille, and Palermo, with Lisbon serving as an access node between Southern Europe and transatlantic networks linking South America and Africa.

The letter of intent was signed during the 2026 Atlantic Convergence digital infrastructure conference held in Lisbon. The conference took place from September 29 to October 1, covering topics including submarine cables, terrestrial fiber, data centers, cloud computing, and transatlantic digital infrastructure development.
