Port of Gothenburg Signs Contract with NCC for New RoPax Terminal Construction
en.Wedoany.com Reported - On October 6, the Port of Gothenburg Authority signed a contract with construction contractor NCC for the design and construction of a new ro-ro passenger terminal. The project is located in the Arendal port area of the Port of Gothenburg and will consolidate the German and Danish route operations that Stena Line currently operates from central Gothenburg. The contract adopts a collaborative design-build model, with engineering design and cost estimation planned for completion in 2027. Construction is scheduled to begin in early 2028, subject to environmental permits and funding conditions, with operations expected to commence in 2031.

The contract covers the overall design of the new terminal, the renovation of existing berths, and the upgrading of port area infrastructure. NCC will be responsible for adjusting and repairing the existing berths at Arendal, extending one of the berths, and carrying out foundation works for the new movable ro-ro ramps. Onshore works include upgrading the terminal operating area, renovating water supply and drainage systems, installing power and fiber-optic communication facilities, and constructing new perimeter protection and security systems for the port area. Sweco will provide engineering design consulting services.
The project adopts a collaborative general contracting model, with the port authority and NCC jointly determining facility design, construction plans, and implementation costs. Under the current schedule, preliminary planning work will begin in mid-October 2026, with detailed design and engineering cost estimation to be carried out in 2027, forming the target cost for the construction phase. Whether the actual construction phase can commence depends on whether the target cost falls within available funding and whether the project's environmental permit is approved and officially takes effect.
The new terminal will consolidate ro-ro passenger services from Gothenburg to Kiel, Germany, and Frederikshavn, Denmark, replacing Stena Line's current terminal facilities in the city center. Arendal is located in the outer port operating area of the Port of Gothenburg, adjacent to existing port logistics facilities. The project design will also take into account the requirements of Stena Line's ordered next-generation vessels for berths, ro-ro loading and unloading facilities, and supporting service systems.
